Policies and results of labor training in rural areas

(DONG THAP) To develop a sustainable economy, Dong Thap province has focused on promoting vocational training for rural laborers. Thanks to the synchronized implementation of many solutions, the percentage of trained rural laborers in Dong Thap has increased steadily every year, contributing to the promotion of the rural economy.

Over the years, Dong Thap province has consistently viewed human resources as a key factor in determining economic restructuring and improving people's lives. In particular, vocational training for rural workers has been identified by the province as one of its priority tasks.

Over the years, Dong Thap province has implemented a comprehensive range of policies and initiatives aimed at creating a breakthrough in the quality of rural labor, meeting the requirements of modern agricultural development, industry and services, and the construction of new rural areas.

Local authorities have determined that vocational training for rural workers should not only focus on imparting skills, but also be linked to the labor market, aiming to improve productivity, increase income, and create sustainable jobs.

Dong Thap province has implemented many support policies to create favorable conditions for people to participate in vocational training, such as: waiving or reducing tuition fees for those from poor and near-poor households… At the same time, training is organized right in the locality to reduce people's travel costs.

Leveraging its strengths in agricultural production, Tan Thoi commune in Dong Thap province has focused on promoting vocational training for rural laborers. Through the comprehensive implementation of various solutions, vocational training has achieved many positive results, contributing to the development of the rural economy.

Ms. To Thi Men, owner of a plastic chair weaving facility exporting products in Tan Hung hamlet (Tan Thoi commune), said that previously, many local people did not have stable jobs. After learning the craft of weaving plastic chairs, she returned to the area to share her experience and teach the trade to people around her.

As a result, people have stable jobs. Some women have become attached to weaving these plastic chairs at home, which allows them to provide for their children's education.

According to the Department of Education and Training of Dong Thap province, there are 21 vocational education and training (VET) institutions operating in Dong Thap province, including: 5 colleges, 6 vocational schools, 3 VET centers, and 7 registered VET institutions.

During the period 2021-2025, vocational education and training institutions recognized and awarded diplomas and certificates to 117,718 students and trainees. Of these, approximately 90,853 were trainees in basic-level courses lasting less than 3 months (supporting the training of 38,363 workers).

According to the Department of Education and Training, during the period 2021-2025, Dong Thap province received 60.494 billion VND from the central and local governments to support vocational training for workers from poor households, near-poor households, newly escaped poverty households, and low-income households.

During the period 2021-2024, Dong Thap province disbursed a total of over VND 9.526 billion out of VND 60.494 billion, representing 15.7%, to support vocational training for 7,152 workers from poor households, near-poor households, newly escaped poverty households, and low-income households. The province estimates that by the end of 2025, it will allocate approximately VND 700 million to support vocational training for about 500 workers.

Also during the period 2021-2025, Dong Thap province received over 37.93 billion VND from the central government to implement the following: developing teachers, vocational education management staff, and vocational instructors; developing curricula and textbooks; purchasing training equipment; and supporting vocational training for rural laborers.

During the period 2021-2024, Dong Thap province disbursed a total of over 28.077/37.937 billion VND. It is estimated that by the end of 2025, approximately 2.5 billion VND will be allocated to support the training of about 1,500 workers. Specifically, the province has supported vocational training for 22,025 rural workers with a budget of 18.455 billion VND.

According to the Department of Education and Training's assessment, in recent times, the province has integrated two national target programs (NTPs) – sustainable poverty reduction and new rural development – ​​along with other programs such as agricultural and industrial promotion to mobilize funding to support training for workers and eligible beneficiaries as stipulated in Decision No. 46/2015/QD-TTg dated September 28, 2015, of the Prime Minister, which regulates policies supporting basic-level training and training lasting less than three months.

To date, the programs have covered all categories of workers in the province, so all rural workers have received training support.

The objectives and content of vocational education and training (VET) under the National Target Programs for the period 2021-2025 are appropriate and ensure the implementation of VET development and support for vocational training for workers.

Vocational training programs are regularly updated and supplemented by vocational education institutions according to the requirements of businesses, production realities, and advancements in science and technology, so that graduates are able to find employment or create their own jobs.

The employment rate for graduates is high, ranging from 87% to 95% depending on the training program. For non-agricultural occupations (sewing, sewing machine repair, mechanics, weaving, etc.), trainees possess the necessary skills to work in businesses or undertake subcontracting work for production facilities, thus securing stable employment.

For those in the agricultural sector, after completing vocational training, people have learned to apply techniques to livestock farming and crop cultivation, such as breeding, seed selection, and disease prevention, thus increasing productivity and allowing them to sell their products at higher prices.

The policy of supporting vocational training for workers has contributed to increasing the rate of trained workers in the province. This contributes to achieving economic growth targets, ensuring social security, improving living standards, creating jobs, and increasing income for people, especially workers from poor and near-poor households, contributing to reducing the province's poverty rate by 0.32% each year.

It can be affirmed that Dong Thap's policy on training rural laborers in recent years has been on the right track, yielding clear results and creating an important foundation for sustainable growth.

The focus on vocational training linked to practical production, strengthening business linkages, and promoting the application of science and technology has helped workers become more confident, improve their living standards, and contribute to the increasingly prosperous rural economy.

With the determination of the entire system and the support of businesses and cooperatives, the rural labor training program will continue to be an important driving force contributing to building Dong Thap into a modern and sustainably developed agricultural region in the future.
