
Hung Yen province has identified the causes and obstacles in the process of disbursing public investment capital. Accordingly, the preparation, design, approval, and contractor selection for some large-scale projects in the province take a long time, slowing down implementation and capital disbursement. Some projects still face difficulties in land clearance (difficulties in determining land ownership, lack of consensus from residents on land compensation and resettlement prices, refusal to allow land surveying, refusal to hand over land, etc.), leading to slow implementation and capital disbursement. In addition, resettlement areas are not implemented before relocating residents, and the investment procedures for resettlement areas are time-consuming, thus prolonging land clearance.
The People's Committee of Hung Yen province also stated that the supply of construction materials is scarce, and the prices of raw materials have increased significantly, sometimes by more than double the announced price for some types of materials, causing difficulties for contractors in accessing materials and affecting the progress of construction projects; some projects have increased their total investment and have had to adjust their investment policies and projects. Some investors have not yet demonstrated a high sense of responsibility, still exhibiting a wait-and-see attitude and lacking initiative, especially during the transitional period…
Given the above situation, Hung Yen province aims to disburse 100% of the plan assigned by the Prime Minister and 92.4% of the detailed local capital plan allocated to projects by the end of the 2025 fiscal year.
Accompanying this are the solutions set forth by the People's Committee of Hung Yen province in the "final push" phase of disbursing public investment capital. According to Mr. Nguyen Le Huy, Standing Vice Chairman of the People's Committee of Hung Yen province, the province requires departments, agencies, the People's Committees of communes and wards, and project investors to develop monthly disbursement plans for each project. Accordingly, responsibilities must be clearly assigned in leadership, direction, implementation, and disbursement of projects according to the "6 clear" principles: clear person, clear task, clear responsibility, clear authority, clear time, and clear result; close monitoring and thorough understanding of the specific situation of each project are required; bottlenecks, obstacles, and causes of slow disbursement of each specific project must be clearly identified in order to promptly direct the resolution of difficulties and obstacles in the implementation and disbursement of public investment capital.
The province also considers the disbursement results of the assigned projects as a basis for evaluating and awarding emulation prizes for 2025 to officials, civil servants, and heads of agencies and units. “The province will resolutely handle responsibilities strictly according to the regulations of the Party and the laws of the State, including replacing officials, agencies, project owners, and contractors with weak capabilities, violating regulations, causing delays, failing to complete public investment tasks, land clearance, and failing to ensure the progress and quality of projects and works,” Mr. Nguyen Le Huy emphasized.
Furthermore, Hung Yen province also requires investors to review and assess the implementation and disbursement capacity of each project to adjust the capital plan by transferring funds from projects with slow disbursement to projects with completed work and a need for additional capital within the sector, agency, unit, or locality, in order to ensure that all allocated funds are disbursed. The province directs communes and wards to establish steering committees or working groups to address difficulties and obstacles in public investment projects under their management.
