
Attending the Congress were Ms. Truong My Hoa, former Secretary of the Central Committee of the Party and former Vice President of Vietnam ; Mr. Le Quang Tung, Member of the Central Committee of the Party and Secretary of the City Party Committee; and Ms. Nguyen Thi Tuyen, Member of the Central Committee of the Party, Vice Chairperson of the Central Committee of the Vietnam Fatherland Front, and President of the Vietnam Women's Union.
Acknowledging and commending the achievements of the women's movement and the Can Tho City Women's Union during the past term, Can Tho City Party Secretary Le Quang Tung emphasized that the Women's Union at all levels in the city has effectively played its core political role in mobilizing, gathering, and harnessing the strength of women from all walks of life; constantly innovating the content and methods of its activities with practical and effective actions in many fields, contributing to the implementation of socio-economic development tasks, building the political system, and ensuring national defense and security of the city.

The City Party Secretary suggested that, during the 2025-2030 term, the Women's Union at all levels should promote the role of women in building the Party, the government, and a strong political system; continue to thoroughly understand the Party's viewpoints and goals on women's affairs and gender equality; and strengthen propaganda, education, and mobilization efforts to ensure that all strata of women understand and strictly implement the Party's guidelines and policies, and the State's laws, in conjunction with studying and following the thoughts, ethics, and style of Ho Chi Minh.
Women's associations at all levels and their staff need to take the lead in innovating thinking and working methods; promote their role in leading and supporting members to actively participate in digital transformation, the digital economy, entrepreneurship, innovation, and the application of science and technology to improve production and business efficiency in the new era; promote the mobilization of all strata of women to participate in the development of collective and private economies in the locality; leverage internal resources, support and help each other to reduce poverty sustainably, paying special attention to supporting poor households with women, vulnerable women, and women from ethnic minority groups.
The Party Secretary also requested that all levels of the Women's Union continue to improve the effectiveness of projects supporting women's entrepreneurship, promote connections, expand the creative space for entrepreneurial ideas, apply science and technology, and replicate examples of successful women entrepreneurs who make practical contributions to social development. They should actively implement social monitoring and critical feedback activities to ensure the effective representation of the Women's Union in participating in Party building, building the political system, building laws, and enhancing the capacity, skills, and courage of Union officials in social monitoring and critical feedback.
For the 2025-2030 term, with the motto: "Unity - Compassion - Creativity - Integration - Development," the city's Women's Union at all levels will continue to implement the emulation movement "Building the Vietnamese woman of the new era," the campaign "Building a family with 5 no's, 3 clean's, and 3 safe's," and two breakthroughs: striving to build a digital Women's Union; accompanying women in improving their digital capacity; and striving to support 1,000 women entrepreneurs successfully each year, aiming to ensure that by the end of the term, 50% of communes/wards no longer have female members from poor households.

The Congress also set several targets, such as supporting 1.5% of poor and near-poor households with women to escape poverty or near-poverty each year; each commune-level Women's Union mobilizing and supporting at least 15 families to meet the criteria of "5 no's, 3 clean, 3 safe" families; 100% of commune-level Women's Unions having activities to help victims of domestic violence, victims of human trafficking, and returning migrant women; striving to ensure that by the end of the term, at least 80% of members meet the digital competency requirements of citizens, and 100% of Women's Union officials and at least 80% of members have improved their knowledge and skills in international integration.
During the period 2021-2025, emulation movements, campaigns, and breakthrough initiatives were widely implemented by all levels of the Women's Union, linked with the city's patriotic emulation movements, achieving 100% of the targets set in the Resolution of the City Women's Congress, both exceeding the targets.
Implementing the emulation movement associated with studying and following the ideology, ethics, and style of Ho Chi Minh, the various levels of the Association carried out over 1,360 projects and tasks that brought practical benefits to the community, such as building rural traffic bridges, shelters for the needy, and green, clean, and beautiful roads; and implemented 571 models of effective mass mobilization.
The Women's Union at all levels continues to promote the implementation of the "Building a family with 5 no's and 3 clean's" and "Building a family with 5 yes's and 3 clean's" campaigns, making positive contributions to the fulfillment of the criteria of the National Target Program for building new rural areas in the 2021-2025 period. This has contributed to 59 communes achieving new rural area standards, 13 communes achieving advanced standards, including 2 model new rural communes; 100% of Women's Union branches apply information technology to management and operation; and 100% of branches and groups effectively use digital platforms in connecting, disseminating information, and gathering members.
Furthermore, women in the city have effectively participated in Party building and the construction of a clean and strong government, engaging in numerous activities to promote gender equality and contributing to the city's socio-economic development. The rate of women's participation in economic development is increasing across all sectors; women owning businesses citywide account for 21.7%, and women as cooperative directors account for 13%.
The Congress appointed 53 members to the Executive Committee and 11 members to the Standing Committee; Ms. Nguyen Thi Thuy Linh was appointed to the position of President of the City Women's Union.
