Heavy rain is forecast for Northern and North Central Vietnam starting tomorrow night, December 12th.

According to the National Center for Hydro-Meteorological Forecasting, from the night of December 12th to the end of December 13th, the Northeast region, the western part of Phu Tho province, the eastern part of Son La province, and the eastern part of Lao Cai province will experience moderate to heavy rain and scattered thunderstorms, with some areas experiencing very heavy rain. The rainfall amount will generally range from 30-70mm, with some localized areas receiving over 120mm.

On the afternoon and night of December 13th, the North Central region experienced moderate to heavy rain with rainfall amounts generally ranging from 30-60mm, and in some localized areas, very heavy rain exceeding 100mm.

Warning of the risk of heavy rainfall exceeding 100mm/3h; thunderstorms may bring tornadoes, lightning, hail, and strong gusts of wind.

From December 14th onwards, heavy rainfall in these areas is expected to gradually decrease. The risk level for natural disasters due to heavy rain, tornadoes, lightning, and hail is level 1.

Heavy rainfall is likely to cause flooding in low-lying areas, urban and industrial zones; flash floods on small rivers and streams, and landslides on slopes (real-time warning information on flash flood and landslide risk areas is provided online on the website of the National Meteorological and Hydrological Service at: https://luquetsatlo.nchmf.gov.vn and in separate flash flood and landslide warning bulletins).

Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.

The meteorological and hydrological agency advises people to regularly monitor forecast and warning information on the National Center for Meteorological and Hydrological Forecasting's website at nchmf.gov.vn, provincial and city meteorological and hydrological stations, and to regularly update the latest meteorological and hydrological forecast information on official central and local mass media to proactively respond. It also recommends that local authorities in affected areas review bottlenecks and vulnerable locations to implement preventive and response measures.

According to the guidance of the Department of Dyke Management and Natural Disaster Prevention and Control ( Ministry of Agriculture and Environment ), in the face of the above situation, affected areas should closely monitor developments of heavy rain, floods, flash floods, landslides, and promptly and fully inform authorities and people at all levels to proactively prevent, respond, and minimize damage.

Local authorities are deploying rapid response teams to inspect and survey residential areas along rivers and streams, and low-lying areas, in order to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides; organizing forces to be ready to control and guide traffic, and erect warning signs, especially at underpasses, overflows, and areas with deep flooding and strong currents; and proactively arranging forces, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes when heavy rains occur.
