Strengthening the membership of the National Steering Committee on the Development of the Vietnamese Pharmaceutical Industry.

Prime Minister Pham Minh Chinh signed Decision No. 2673/QD-TTg dated December 10, 2025, to consolidate the membership of the National Steering Committee on the Development of the Vietnamese Pharmaceutical Industry for the period up to 2030, with a vision to 2045 (the Steering Committee).

According to the Decision, Deputy Prime Minister Le Thanh Long is appointed as the Head of the Steering Committee.

The Deputy Head of the Committee is the Minister of Health, Dao Hong Lan.

The Commissioners include: Mr. Nguyen Tri Thuc, Deputy Minister of Health (Permanent Member); Mr. Le Van Tuyen, Deputy Minister of Public Security ; Mr. Truong Thanh Hoai, Deputy Minister of Industry and Trade; Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Finance; Mr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology; Mr. Hoang Trung, Deputy Minister of Agriculture and Environment; and Mr. Vu Tuan Cuong, Director of the Drug Administration Department, Ministry of Health.

This decision takes effect from the date of signing (December 10, 2025).

* According to Decision No. 705/QD-TTg dated July 23, 2024, of the Prime Minister, the Steering Committee has the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues in the implementation of the National Strategy for the Development of the Vietnamese Pharmaceutical Industry for the period up to 2030, with a vision to 2045, approved by Decision No. 1165/QD-TTg dated October 9, 2023, of the Prime Minister (Strategy 1165), and the Program for the Development of the Domestic Pharmaceutical and Medicinal Herb Industry up to 2030, with a vision to 2045, approved by Decision No. 376/QD-TTg dated March 17, 2021, of the Prime Minister (Program 376).

The Steering Committee's responsibilities and powers include: researching and proposing to the Prime Minister directions and solutions to address important, inter-sectoral issues in order to achieve the goals of Strategy 1165 and Program 376.

Assist the Prime Minister: Direct and coordinate activities and tasks among ministries, branches and localities in implementing Strategy 1165 and Program 376. Urge ministries, branches and localities in implementing tasks in Strategy 1165 and Program 376; review the content of important projects and proposals on pharmaceutical industry development.

The Prime Minister's Office will conduct preliminary and final reviews, and assess the situation and results of the implementation of key tasks and solutions related to Strategy 1165 and Program 376.

Request ministries, branches, localities, state agencies, organizations and individuals to provide information and documents to serve the implementation of the tasks of the Steering Committee. Organize working groups to direct, urge and promote the implementation of Strategy 1165 and Program 376. Perform other tasks and powers assigned by the Prime Minister...

The Ministry of Health is the permanent agency of the Steering Committee, responsible for ensuring the operational conditions of the Steering Committee and utilizing the ministry's functional agencies and units to organize and implement the Steering Committee's tasks.
