
This policy will take effect from January 1, 2026. Funding for its implementation will be secured from the city budget in accordance with the State Budget Law.
The resolution stipulates policies to attract and utilize talented individuals and high-quality human resources to work in Party, government, mass organization, and public service units managed by the city. The resolution applies to talented individuals and high-quality human resources in the following fields: education, science and technology, information and communication technology, biotechnology, marine economy ; culture, sports, tourism and services, mechanical engineering, processing, electronics, telecommunications; logistics services; marine science and technology, high-tech industry, high-tech agriculture; circular economy; urban development and management; architectural planning management; construction, law enforcement, and other fields as needed for the city's development.
The eligible individuals include students with excellent academic achievements and those graduating with distinction; individuals holding master's degrees, specialist doctor degrees (Level I), specialist pharmacist degrees (Level I) in medicine and pharmacy; resident doctors; doctoral degree holders, specialist doctor degrees (Level II), specialist pharmacist degrees (Level II) in medicine and pharmacy; professors and associate professors; individuals with recognized research works that have been effectively applied to daily life; cadres, civil servants, and employees working in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and political and social organizations who consistently perform their duties well and excellently; experts, scientists, talented individuals, managers, and domestic workers with high qualifications, outstanding abilities, and practical experience working in other fields, regions, and localities.
Policies to attract talented individuals and high-quality human resources include: Regulations on scholarships for students and postgraduate students; one-time support policies; income support policies; policies for commissioning experts; and policies regarding housing and travel.
Regarding scholarship policies, the city grants 100% tuition scholarships to students who win first, second, or third prizes in national-level student excellence and scientific research competitions, or gold, silver, or bronze medals in international student excellence competitions, and who commit to studying and graduating with honors or higher from universities in Vietnam and abroad; and to high school graduates from schools in the city who win first prize in city-level student excellence and scientific research competitions or have a high school graduation exam score of 27 points or higher into public universities in Hai Phong; and who commit to studying and graduating with honors or higher. These students commit to working for a minimum of five years in agencies and units within the scope of the Resolution within two years after graduation.
The city provides 100% tuition scholarships to outstanding graduates from universities in fields relevant to the city's development, allowing them to pursue postgraduate studies and commit to working for a minimum of five years within two years of graduation for agencies and units within the scope of the Resolution, in the fields the city needs to attract.
The city will implement a one-time support policy after recruitment for eligible individuals, comprising six levels of support. The highest level is 500 million VND for professors, and the lowest is 150 million VND for outstanding graduates. Individuals who meet the eligibility criteria for the one-time support policy under various city resolutions will receive the highest level of support.
Regarding income policy, outstanding graduates receive support equal to 1.5 times the regional minimum wage multiplied by the actual number of working months in the year. Those with a master's degree or equivalent, and resident doctors receive support equal to 2 times the regional minimum wage multiplied by the actual number of working months in the year. Those with a doctoral degree or equivalent receive support equal to 3 times the regional minimum wage multiplied by the actual number of working months in the year. Those with the rank of associate professor or higher receive support equal to 4 times the regional minimum wage multiplied by the actual number of working months in the year. Individuals with superior qualifications, abilities, and practical experience working in other fields or locations who are assigned to work in units within the scope of the Resolution receive support equal to 2 times the regional minimum wage multiplied by the actual number of working months in the year.
The income support policy is applied for 5 years from the date of the recruitment or acceptance decision by the competent authority. Extension of the policy for another 5 years will be considered based on a report from the agency or unit.
Regarding the policy of commissioning experts, scientists, and exceptionally talented individuals to carry out city projects and tasks, payment is divided into two groups. The first group receives payment based on contract, with contract payments ranging from 30 to 100 million VND per expert per month. In the case of commissioned city-level science and technology projects, experts receive research compensation as stipulated. For projects rated as excellent by the city-level evaluation council and widely applied in practice, a bonus equivalent to 25% of the total budget allocated to that project will be awarded, up to a maximum of 500 million VND per project.
Individuals recruited from other localities to work in Hai Phong will receive a travel allowance of 5 million VND per month during their employment at the recruiting unit and will be given priority in purchasing social housing according to the city's policies.
The city continues to train and develop high-quality human resources after recruitment. Talented individuals and high-quality human resources who are sent for higher-level training and commit to working for agencies and units for at least 5 years from the date of completion of the training program will receive training support of 200 million VND after achieving a PhD or equivalent level or higher.
Officials, civil servants, and public employees who fall under the scope of this Resolution and have technical innovation projects, proposals, solutions, or initiatives that are rated excellent at the city level or higher and are effectively applied and replicated in practice, in addition to the benefits they are entitled to according to regulations, will be rewarded 20% of the value of the results achieved, with a maximum of 500 million VND per solution or initiative.
