Phu Huu village, Hoa Thinh commune (Dak Lak province) was the epicenter of the historic flood in the South Central region from November 15th to 20th.

Weeks after the floods, aid convoys continued to arrive to donate supplies, rice, and food to help people get back on their feet.

Returning to this area now, one sees a bustling scene of reconstruction, with green shoots gradually emerging to replace the mottled gray of mud and soil.

The hill, rising in the middle and surrounded by rice fields in Phu Huu village, was the epicenter of the historic flood in Dak Lak.

Having been present for several weeks to work with the authorities and people to overcome the aftermath of the floods and rebuild collapsed houses, Lieutenant Colonel Vu Quoc Toan, Deputy Head of Political Affairs of the 315th Division (Military Region 5), said that despite working under difficult conditions, the soldiers of the 315th Division are building houses for 9 families at an unprecedented speed.

"The roads leading in are quite narrow, making it very difficult for vehicles carrying materials to enter. The officers and soldiers have to bring in each brick and bag of sand from the outside, working day and night to meet the deadline."

"This is not just an order from above, but a responsibility of the soldiers because we know the people are very anxious," said Lieutenant Colonel Toan.

Lieutenant Colonel Vo Duc Cuong, Deputy Commander and Chief of Staff of the 315th Division, said that Phu Huu village was the epicenter of damage from the recent floods, and Prime Minister Pham Minh Chinh was also present to request relief efforts.

According to Mr. Cuong, in Hoa My commune, the 315th Division was assigned to build 16 new houses (9 houses in Phu Huu village and 7 houses in My Dien village). This is a challenging task, but it also represents a show of trust from superiors, allowing the unit to demonstrate its capabilities.

By the morning of December 12th, the soldiers had completed the foundations and poured the pillars for all the structures. On December 12th, all the houses will simultaneously proceed to the concrete floor pouring stage. Mr. Le Hung Nhut's house in My Dien village was the first of 16 houses to have its floor poured on the night of December 11th.

Flood victims eagerly await their new homes every day.

Having lost their home in the terrifying moments of the night of November 19th, Mrs. Le Thi Yen and her husband, Tran Khanh (from Phu Huu village), have spent weeks going in and out of a makeshift tent made of plastic sheeting erected by the soldiers of the 315th Division.

Ms. Yen said that although she is 76 years old this year, she has never seen so many soldiers concentrated in her village to help the people as in the past few days.

"The soldiers work so hard that everyone feels sorry for them. They're all so young, like our own children. They toil away digging, shoveling, and making bricks from morning till night, sometimes even working through the night with lights on. I'm happy to see them like that, but seeing them makes me tear up," said Mrs. Yen.

Not only in Hoa Thinh, but throughout the villages damaged by the recent floods, there is a bustling atmosphere like a large construction site, in the spirit of the "Quang Trung Campaign". Construction is progressing at a rapid pace, with houses being built so quickly that even the owners are astonished.

Lieutenant Colonel Tran Van Dong, Deputy Head of Political Affairs of the Da Nang City Military Command, said that the unit is currently undertaking the construction of 5 houses for local residents in Dong Hoa ward (formerly Phu Yen, now Dak Lak).

"We mobilized our forces to work at full speed, day and night. Just one day and everything is different; it's fast but still ensures quality," said Lieutenant Colonel Dong.

Building houses while helping people stabilize their lives.

Over the past few days, forces from the 3rd Naval Region Command and the 375th Division (Ministry of National Defense) have mobilized hundreds of officers and soldiers to flood-affected communes in Dak Lak and Gia Lai provinces to build houses for the people.

With the goal of handing over new houses to the people before the Lunar New Year as requested by the Prime Minister, the soldiers have been working in "3 shifts, 4 teams" day and night in recent days.

Lieutenant Colonel Nguyen Ba Ngoc, Head of Political Affairs of Brigade 680 (Naval Region 3), said that out of the 6 houses that Naval Region 3 is building in this phase, Brigade 680 is building for one family with very special circumstances.

Just after her house collapsed following the recent floods, Mrs. Nguyen Thi Hong in Lac Dien village (Tuy Phuoc Dong, Gia Lai) lost her husband after a period of illness. On December 8th, when the 680th Brigade arrived, they not only received the land to build a new house but also provided 5 million VND in financial assistance to help Mrs. Hong overcome her difficulties.
