Politburo member and Prime Minister Pham Minh Chinh attended and delivered a keynote address at the conference. Also present were Politburo member Phan Dinh Trac, Secretary of the Central Committee of the Party and Head of the Central Internal Affairs Commission; Central Committee member Le Thanh Long, Deputy Prime Minister; and Central Committee member Ho Quoc Dung, Deputy Prime Minister.

Reporting at the Conference, Central Committee member and Minister of Justice Nguyen Hai Ninh stated that during the 2021-2025 term, the global and regional situation underwent rapid, complex, and unpredictable changes; domestically, the impact of the COVID-19 pandemic and non-traditional security challenges intensified significantly, profoundly affecting the implementation of tasks in various fields, posing both challenges and opportunities for legal and judicial work.
In 2025, the Central Committee of the Party, the Politburo , and the Secretariat issued numerous strategic guidelines and policies on streamlining the organizational structure, implementing a two-tiered local government model, and reforming thinking on lawmaking and enforcement, all linked to the goal of double-digit growth. Specifically, the Politburo issued Resolution No. 66 on April 30, 2025, on reforming lawmaking and enforcement to meet the requirements of national development in the new era, with the orientation that law should become a competitive advantage, a powerful driving force for development, and one of the "four pillars" leading the country into an era of prosperity and strength.

Overcoming numerous difficulties and challenges, under the leadership of the Party and the decisive direction of the Government and the Prime Minister, the Ministry and the judicial sector have focused on urgently, synchronously, and decisively leading and directing judicial work with many innovations, closely linked to the leadership, direction, and management of local Party committees and authorities. In particular, emphasis has been placed on innovating thinking in the development and implementation of laws; increasingly affirming its role as the core force in advising on the development and improvement of the legal system.
In particular, the Ministry of Justice has taken the lead in advising the Government to actively participate in the process of amending and supplementing several articles of the 2013 Constitution; successfully advised on the drafting of several important laws; proactively and creatively advised on specific and special legal mechanisms, contributing to flexible and timely policy responses and resolving many "bottlenecks" in practice. During the 2021-2025 term, the Government submitted to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions. At the 10th session in 2025 alone, the Government submitted and the National Assembly approved 47 laws and 8 resolutions.
With a spirit of solidarity and responsibility, the Ministry and the judicial sector have completed a huge volume of work, including many difficult and unprecedented tasks during the term, to implement the policies and directives of the Party and the State, contributing to the successful achievement of socio-economic development goals, ensuring national defense and security, and international integration of the country.

Regarding the key tasks of the judicial sector in 2026, Minister Nguyen Hai Ninh stated that the Ministry and the judicial sector will focus on thoroughly and promptly implementing the Party's guidelines and policies as outlined in the XIV National Congress documents; the resolutions of the Central Committee, and the resolutions, conclusions, and directives of the Politburo and the Secretariat; and the areas under the state management of the Ministry and the judicial sector, especially the work of lawmaking and enforcement, to meet the requirements of national development in the new era.
The Ministry of Justice continues to ensure the progress and quality of draft laws and legal documents submitted to the National Assembly and the Government. At the same time, it is promoting digital transformation; building and connecting databases to serve the work of the Ministry and its affiliated agencies, as well as serving citizens and businesses. It strives to exceed the targets and tasks for the enforcement of civil and administrative judgments.
Furthermore, the Ministry of Justice will strengthen the effectiveness and efficiency of state management and the quality of public service delivery in the areas of judicial administration and judicial support. Emphasis will be placed on preventing and resolving international investment disputes and promoting international cooperation on legal matters. The Ministry will focus its work and inspections on key areas, especially those related to citizens and businesses. It will innovate methods of organizing and implementing tasks; and strengthen coordination with other ministries, agencies, socio-political organizations, and Party committees and governments at all levels.
