In his opening speech at the Congress, Mr. Mai Xuan Thong, Standing Vice Chairman of the Thanh Hoa Provincial Business Association, 3rd term, affirmed: The 4th Congress is an important political and social event for the provincial business community, taking place in the context of Thanh Hoa entering a new stage of development with many intertwined opportunities and challenges; requiring the business community to continue to promote the spirit of solidarity, resilience, innovation, and a desire to contribute to the overall development of the province.

During the 2020-2025 term, amidst numerous difficulties and challenges caused by the COVID-19 pandemic, global economic fluctuations, and inherent limitations of the local economy, the Thanh Hoa Provincial Business Association played a crucial role as a representative organization and a reliable bridge between businesses and the government; accompanying and supporting the business community in overcoming difficulties, maintaining, and restoring production and business activities.
The Association has gradually strengthened its organization and expanded its membership network in both quantity and quality, becoming a common home for more than 5,000 member and affiliated businesses. The Association's activities are increasingly focused on protecting the legitimate rights and interests of businesses; promptly reflecting difficulties and obstacles arising in production and business practices, and proposing solutions to competent authorities.
Nguyen Hong Phong, Vice Chairman of the Provincial Business Association, delivered a speech at the Congress.
During its term, the Association coordinated the organization of numerous dialogue conferences, economic forums, and investment and trade promotion programs both within and outside the province; and participated in providing feedback and critiques on hundreds of draft mechanisms and policies related to the investment and business environment.
At the same time, the Association actively promotes digital transformation, innovation, and the development of science and technology enterprises; spreading corporate culture, business ethics, and a spirit of social responsibility within the business community.
These results have made a significant contribution to economic growth, job creation, social security, and enhancing the status of Thanh Hoa's business community in the new era.

With the motto: "Unity - Creativity - Striving - Development," entering the 2025-2030 term, the Thanh Hoa Provincial Business Association has set a general direction to continue comprehensive innovation, improve operational efficiency, build a strong and professional association; truly be a center of unity for the business community, and an effective bridge between businesses and the government.
The association focuses on enhancing its representative role and policy critique; supporting businesses in digital transformation, green transformation, and circular economy development; and promoting linkages, cooperation, and market expansion both domestically and internationally.
Furthermore, the goal is to promote innovative and highly competitive businesses that are pioneers in digital and green transformation, deeply integrated into the global economy, and sustainable development; to build a standardized corporate culture with high social responsibility, contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress, term 2025-2030, and transforming Thanh Hoa into a modern and prosperous industrial province.

During the discussion, delegates focused on clarifying the key contents of the direction, objectives, tasks, and solutions for the 2025-2030 term. Many delegates offered insightful opinions analyzing the demands placed on the Association in the coming period, especially in the context of a complex global economy, the trend of digital transformation, green transformation, and increasingly deep international integration.

Delivering a keynote address at the congress, Comrade Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, affirmed: During the past term, despite being heavily impacted by the COVID-19 pandemic, supply chain disruptions, global economic fluctuations, and internal bottlenecks, Thanh Hoa province has achieved many important results thanks to the efforts of the entire political system, the business community, and the people. Among these overall achievements, the Permanent Vice Chairman of the Provincial People's Committee affirmed the important role and contributions of the business community and entrepreneurs of Thanh Hoa.
Besides the achievements, the comrade also frankly pointed out that the activities of the Association and the business community still have limitations and shortcomings that have been seriously acknowledged by the Executive Committee of the 3rd term in the Political Report.
Basically agreeing with the direction, objectives, tasks, and solutions for the 2025-2030 term, the Standing Vice Chairman of the Provincial People's Committee emphasized several major orientations: continuing to identify businesses as the main actors and important driving force of development, with people at the center; supporting the building of a strong team of Thanh Hoa entrepreneurs in both quantity and quality; accelerating digital transformation and developing the digital economy; building corporate brands and participating deeply in domestic and global value chains.
The comrade requested that the Provincial Business Association proactively understand the thoughts, aspirations, difficulties, and obstacles of businesses; actively participate in providing feedback and critique on policies; and coordinate with the government to remove "bottlenecks," unlock resources, and create a transparent and open investment and business environment.
Responding to the delegates' comments regarding the scarcity and price fluctuations of construction materials, the Standing Vice Chairman of the Provincial People's Committee emphasized that this is a practical issue directly impacting production and business activities and the progress of many projects.
The comrade instructed relevant departments and agencies to urgently review and propose fundamental and comprehensive solutions; strengthen management and regulation of supply sources, remove procedural obstacles, ensure stable and transparent supply of raw materials, and create favorable conditions for businesses to invest and produce with confidence.

The Congress adopted the Draft Resolution of the 4th Congress of the Thanh Hoa Provincial Business Association, clearly defining the objectives, directions, tasks, and main solutions for the 2025-2030 term, and introduced the Executive Committee of the Thanh Hoa Provincial Business Association for the 4th term.
The congress also honored outstanding collectives, individuals, businesses, and entrepreneurs who have made significant positive contributions to the Association's activities and the province's socio-economic development during the past term.

Earlier, on the first day of the working session, the Congress held consultations and elected the Executive Committee consisting of 115 members and the Inspection Committee for the fourth term, 2025-2030; and elected the Standing Committee, the President, the Vice Presidents, and the Secretary General.
With the high confidence of the Congress, businessman Nguyen Xuan Hung, Chairman of the Board of Directors of Xuan Hung Construction and Trading Joint Stock Company, was elected to the position of Chairman of the Thanh Hoa Provincial Business Association for the fourth term.
The Thanh Hoa Provincial Business Association presented a symbolic check for 1 billion VND to the social welfare fund.
