The project to upgrade and expand the Bo River embankment road (the project), the section passing through Huong Tra and Kim Tra wards, was approved by the Provincial People's Committee (now the City People's Committee) in October 2022. It has a total length of 7,550m, starting at Bo River Road (Huong Tra Ward) and ending at the intersection with Provincial Road 8B (in Kim Tra Ward). The total investment is nearly 117 billion VND, with the Huong Tra Town Investment and Construction Project Management Board (now BQLDADTXDKV2) as the investor.
According to the design, the project should use K95-K98 soil as fill material for the road embankment to ensure the required compaction. However, in recent days, the contractor has been using soil mixed with a large amount of weathered rock for the road embankment. This has raised concerns that the project will not meet quality standards and may easily crack, break, or subside after being put into use.
According to residents in the area, they had previously complained to the developer, but the use of weathered rock for road embankment continued. Large quantities of soil mixed with weathered rock, including many large boulders, were transported to level the roadbed, resulting in many uneven and bumpy sections.
Observing the scene on the afternoon of December 13th, besides the section that residents complained about, many other sections at the beginning of the Bo River road, although compacted, may have been eroded by rain, resulting in some areas in the middle and along the roadside containing a lot of stones used for leveling.

"According to regulations, the foundation of a construction project must be filled with soil that meets standards for compaction, particle composition, moisture content, water absorption, swelling, etc., before it can be used for backfilling. Weathered rock cannot be used. Using weathered rock for backfilling is against regulations on backfilling materials because weathered rock does not meet the compaction and particle composition requirements according to TCVN 4447:2012 on earthworks - construction and acceptance," a construction engineer said.
In an exchange on the afternoon of December 13th, Mr. Ha Hoang Chuan - Deputy Director of the Management Board of Construction Projects in Zone 2 - informed that the construction unit had previously stated that due to slippery roads, vehicles could not access the mining sites to transport K95 - K98 soil. Since the project needed to be implemented quickly to facilitate traffic, the contractor used a mixture of soil and weathered rock to build the road embankment.
However, according to Mr. Ho Huu Phu, Deputy Director in charge of the Management Board of Construction Projects in Zone 2, the unit has temporarily suspended construction and requested the contractor to excavate all the aforementioned soil and weathered rocks and transport them out of the construction site by tomorrow (December 14).
