
Can Tho City leaders held a working meeting with the ADB delegation.
The project, funded by a loan from the Asian Development Bank (ADB), has been approved by the Prime Minister (Decision No. 975/QD-TTg dated May 20, 2025). The project aims to develop the economy, leverage the existing potential and advantages of the former Soc Trang province, help the locality prevent saltwater intrusion and tidal surges, protect people's lives and property, create a transportation axis serving coastal rescue operations, and connect transportation between regions within the province; facilitate the development of agriculture, forestry, tourism, and wind power... Simultaneously, it will create a transportation axis linking agricultural, forestry, and fisheries economic zones, meeting the needs of people for travel and goods transportation, and creating momentum for socio-economic development in the Mekong Delta region in general and the former Soc Trang province in particular.
The project is managed by the Can Tho City Investment and Construction Project Management Board for Transportation and Agriculture; the expected implementation schedule is from 2025-2030; the total estimated investment is VND 6,822.87 billion (approximately USD 295 million), of which VND 4,516.88 billion is expected to be from an ADB loan and the remaining VND 2,305.99 billion is counterpart funding. The project includes two routes: Provincial Road 935C and the coastal road connecting Tra Vinh and Bac Lieu (formerly). The two routes, once completed, will connect the existing regional transportation network and are expected to connect to the planned transportation network in the future. Regarding connectivity, existing road networks include National Highway (NH) 1, NH 91B, the Southern Hau River Road, provincial roads 933, 934, 934B, and the developing expressways Chau Doc - Can Tho - Soc Trang and other planned expressways…
According to the consulting unit, Provincial Road 935C is 39km long, starting at the intersection with the planned National Highway 60 (in Dai Ngai commune, Can Tho city) and ending at the intersection with the coastal road (in Vinh Chau ward, Can Tho city); the investment scale is for the construction of a Class III road in the plains, with a 9m roadbed, and approximately 61 bridges with a 9m cross-section are planned along the route. Meanwhile, the coastal road connecting Tra Vinh and Bac Lieu (formerly) is 31.4km long, starting at the intersection with Provincial Road 935C (in Vinh Chau ward) and ending on the existing dike, at the border between Ca Mau province and Can Tho city (in Lai Hoa commune, Can Tho city); the investment scale is for the construction of a Class III road in the plains, with a 12m roadbed, and 9 bridges with a 12m cross-section are planned to be upgraded along the route. With a total projected investment of over 6,822 billion VND, the loan capital will be used for items such as construction costs, equipment, and contingency costs for construction and equipment; while the counterpart capital will be used for project management costs, consulting fees, land clearance costs, taxes and fees, and contingency costs for these items.
Regarding the project's planned next steps, from now until the end of 2025, a pre-feasibility study report will be prepared and the investment policy approved. In 2026, the feasibility study report and environmental impact assessment report will be prepared and approved; the loan agreement will be negotiated; compensation, support, and resettlement work will be carried out; construction drawings and cost estimates will be prepared and approved; and contractors for construction, supervision, and insurance will be selected. In 2027, construction will commence, and compensation, support, and resettlement work will continue. By 2030, the project will be completed, inspected, finalized, and handed over for use.
Recently, the ADB delegation visited Can Tho City to conduct a field survey and work with the city's leaders on the progress of the project "Construction of road networks to improve regional connectivity in the Southeast of Soc Trang province (formerly) and connect with Bac Lieu and Tra Vinh provinces (formerly)". Representatives of the ADB delegation agreed on the project's progress and implementation plan. During the project implementation, ADB experts will closely coordinate with the city's departments and agencies.
During the working session with the ADB delegation, Mr. Nguyen Van Hoa, Vice Chairman of the People's Committee of Can Tho City, emphasized: The project "Construction of road routes to improve regional connectivity in the Southeast of Soc Trang province (formerly) and connect with Bac Lieu and Tra Vinh provinces (formerly)" is essential for Soc Trang province (formerly), now Can Tho City. In the project preparation phase, the city is selecting a consulting unit to prepare a pre-feasibility study report, with the investment policy expected to be approved by the end of 2025. Can Tho City hopes to sign the loan agreement around mid-2026.
Mr. Nguyen Van Hoa further informed the ADB delegation that Can Tho City has 3 projects included by the Prime Minister in the Mekong DPO project (a sustainable development project for the Mekong Delta adapting to climate change, using foreign loans). The city hopes that the ADB will provide additional grant support with 2 components (technical capacity building and project management capacity building).
