Stabilizing people's lives, restoring production and business after the storm

The Government has just issued Resolution No. 347/NQ-CP on key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11, quickly stabilize people's lives, promote production and business recovery, actively promote economic growth, and control inflation well.

In this regard, the Prime Minister instructed the Ministry of Finance to effectively implement policies on tax, fee, and land rent exemptions, reductions, and extensions for those affected and damaged by storms, floods, landslides, etc.; and directed insurance companies to urgently review and pay insurance benefits to affected customers.

The State Bank of Vietnam has directed credit institutions to implement solutions to alleviate difficulties for customers, such as restructuring repayment terms, waiving or reducing interest and fees for affected customers; immediately deploying credit packages for customers in affected localities to restore production and business with preferential lending interest rates lower than normal lending rates; and reducing lending interest rates by 0.5%-2%/year for 3-6 months for existing outstanding loans of customers affected by storms and floods.

The Social Policy Bank has submitted a proposal to the Prime Minister to reduce lending interest rates by 2% per year for customers in localities affected by storms and floods. This interest rate reduction will apply to outstanding loans at the Social Policy Bank from October 1, 2025 to December 31, 2025. Ministries, agencies, and localities must ensure adequate supply of goods; and strictly handle, in accordance with the law, acts of speculation, hoarding, and price manipulation.

* On October 25th, the People's Committee of Hue City issued a decision declaring a state of emergency due to natural disasters to address the damage caused by coastal erosion in Tan An Hai hamlet, Phu Loc commune, due to Typhoon No. 12. In recent days, high tides combined with heavy rain have caused serious erosion in this area, affecting approximately 500 meters of coastline, encroaching 10-15 meters inland, and in some places up to 20 meters, directly eroding the coastal road by 0.5-2 meters.

On the same day, hundreds of army and border guard officers and soldiers marched to schools in low-lying wards and communes of Hue City to assist in cleaning and sanitizing classrooms as soon as the floodwaters receded, ready to welcome students back to school early next week. Mr. Nguyen Tan, Director of the Hue City Department of Education and Training, said that by the afternoon of October 25th, schools in the central and highland areas had basically completed cleaning and stabilized their facilities. However, in low-lying areas, where the water receded slowly, cleaning efforts are still being urgently carried out.

* On October 25th, the People's Committee of Dong Thap province announced that the combined flooding, high tides, and heavy rains from October 8th to 16th caused 155 landslides with a total length of over 19km, collapsing 18 houses, affecting 25 others, and causing approximately 30 billion VND in damage. In addition, rising water flooded 17 houses and 5 classrooms in Sa Dec, Cao Lanh, and surrounding areas, causing over 8.6 billion VND in damage. In Vinh Long, the high tides from October 7th to 24th caused widespread flooding, affecting over 2,900 hectares of crops, nearly 2.6 hectares of aquaculture ponds, and causing a 15-meter-long landslide on the Thanh Long islet dike. Vinh Long is currently reviewing and upgrading its dike and irrigation systems and preparing a resettlement project for over 1,000 households affected by the disaster, with a total budget of over 302 billion VND.

The National Center for Meteorological and Hydrological Forecasting announced that a new cold air mass is intensifying and moving down to the Northern and Central regions of Vietnam from October 26th. Provinces in the North, Thanh Hoa, and Nghe An will continue to experience cold weather, with mountainous areas experiencing freezing temperatures at night and in the morning.

The lowest temperatures during this period are generally around 19-22 ° C, with mountainous areas possibly dropping below 17 ° C. The meteorological agency also warns that, due to the strengthening cold air mass combined with an upper-level easterly wind disturbance, the area from southern Quang Tri to Da Nang, as well as the eastern parts of provinces from Quang Ngai to Dak Lak, will experience moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms.

On the afternoon of October 25th, at Noi Bai Airport (Hanoi), the Department of Dyke Management and Disaster Prevention, Ministry of Agriculture and Environment, received a shipment of emergency international aid from Singapore to be delivered to people in Tuyen Quang province affected by storms and floods in September and October.

As of October 24th, embassies and international organizations and partners have provided or pledged aid to localities affected by Typhoons No. 10 and No. 11 in Vietnam, totaling nearly US$9.4 million. This emergency aid includes cash, supplies, and essential equipment to support people in the provinces of Lang Son, Cao Bang, Tuyen Quang, Thai Nguyen, Bac Ninh, and Ha Tinh.
