
Speaking at the program, Mr. Dong Van Thanh, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council said: Listening and Exchange is a democratic and humane forum, where the people's voices are respected and also a place to demonstrate the spirit of openness and responsibility of the Can Tho City government in the process of building an administrative system that serves, creates, and brings happiness to the people.
The City People's Council will continue to work with the People's Committee, the Fatherland Front and agencies and units to review and improve social security policies, especially ethnic policies, to ensure that all people enjoy the fruits of development. This is both the responsibility and sentiment of the city towards the people of ethnic groups.
Also at the program, leaders of departments and branches directly exchanged and answered people's questions via hotline.
Acting Director of the Department of Education and Training of Can Tho City, Tran Thi Huyen, pledged that the sector will continue to have orientations to improve the quality of teaching and learning, especially in schools in remote areas, helping ethnic minority students have equal learning opportunities and more comprehensive development.

Ms. Nguyen Thi Thanh Xuan, Director of the City Social Insurance, said that according to statistics, Can Tho city currently has nearly 500,000 ethnic minorities, accounting for nearly 12% of the city's population. In recent years, many resolutions have been issued by the People's Council, such as Resolution 01/2015 on supporting study costs for ethnic minority students; Resolution 10/2024 regulating the level of health insurance support for ethnic minorities... Each resolution issued is aimed at the goal of "leaving no one behind" in the local development journey.
In the field of education, Khmer and Chinese classes are maintained at hundreds of pagodas and private schools. In Soc Trang province alone (before the merger), nearly 1,260 Khmer language classes are maintained each year, helping more than 30,000 students learn their ethnic language. Vietnamese-Chinese bilingual classes at Boi Thanh Private School (Vinh Chau ward) also help more than 5,000 Chinese students preserve their identity, while expanding job opportunities in the fields of trade and tourism. The policy of eliminating illiteracy and universal health insurance is also showing positive effects. In 2024, more than 2,600 ethnic minority people were supported to learn to eliminate illiteracy with a total cost of more than 2.3 billion VND.

In addition to the achieved results, there have been some difficulties in implementing policies for ethnic minorities in recent times, such as the lack of facilities at boarding schools, insufficient accommodation for students; few Khmer and Chinese language teachers; and unsynchronized health insurance data, causing some households to not be able to benefit from policies in a timely manner. Some old resolutions have expired and need to be adjusted soon, especially the allowance regimes for ethnic language teachers at pagodas.
The program "Listening and Exchange" in October 2025 ended with the message: Sustainable social security - Solidarity for development - Joining hands for a better life for ethnic minorities.
Through its organization, the program has become an effective bridge between voters, people and the government, contributing to solving many practical problems for people's livelihood.
