Developing high-quality human resources to meet integration requirements

On the afternoon of October 23, in Phu Tho, the Department of Vocational Education and Continuing Education (Ministry of Education and Training) held the Conference on Vocational Education and Continuing Education in 2025.

As of September 2025, the national vocational education system has 1,163 establishments, including 518 public establishments and 645 non-public establishments. In 2024, the country has enrolled about 2.43 million people at college, intermediate and primary levels. In the first 6 months of 2025, the country has enrolled and trained about 1 million people in vocational education, of which about 100,000 people at college and intermediate levels.

In the 2024-2025 school year, the quality and effectiveness of vocational education increasingly meet the labor market's labor needs. Over 80% of graduates have jobs, of which 70% - 75% of graduates have jobs in their field of study; some vocational education institutions with reputation for training quality, closely linked with businesses, have a 100% employment rate for graduates and 85% -90% of graduates have jobs in their field of study. In some fields, graduates can take on many complex job positions that previously had to be performed by foreign experts.

Regarding the field of Continuing Education, in the 2024-2025 school year, the total number of Continuing Education establishments is 20,621 centers with 115,786 managers and teachers. According to the summary report of the 2024-2025 school year, the number of students studying Continuing Education programs is more than 26.3 million people. In the 2024-2025 school year, the literacy rate of people aged 15-60 at level 1 and level 2 is 99.10% and 97.72%, respectively (an increase of 0.32% and 0.35% compared to the 2023-2024 school year).

According to incomplete reports from the Departments of Education and Training, in the 2024-2025 school year, the country mobilized 91,548 students to participate in literacy classes, of which ethnic minority students accounted for 84%. However, currently, the country still has 64,667 people aged 15-60 who have not met the literacy standard level 1 (accounting for 0.9%) and 1,643,461 people who have not met the literacy standard level 2 (accounting for 2.28%), mainly concentrated in people aged 36 to 60. Provinces with a high rate of people who have not met the literacy standard level 1, above 2%, are concentrated in the northern mountainous provinces, the Central Highlands and the Mekong Delta.

According to Deputy Minister of Education and Training Le Quan, currently Vocational Education and Continuing Education are still fragmented, backward, and have not met the requirements of training high-quality human resources. The number of people and workers with vocational skills is still small and the proportion of human resources that need to be equipped with vocational skills, trained and retrained is still very large. In that structure, some industries and key areas do not really have enough capacity to train to meet the needs in the coming period.

In the 2025-2026 school year, the Ministry of Education and Training aims to focus on streamlining and perfecting the management and training organization apparatus in a streamlined, effective and efficient manner, ensuring timely supply of quality human resources for regions and the whole country. At the same time, focus on investing in building a system of high-quality schools and vocational education institutions that meet national standards, including schools that perform the functions of national centers and regional centers as leading cores, with a training scale of about 20,000 students per year, meeting the human resource needs of key industries and fields, and high technology. At the same time, synchronously deploying quality assurance conditions: modernizing facilities, developing a team of teachers and managers that meet international standards; innovating training programs in an open and flexible direction, linked to the needs of businesses and the labor market; Apply a set of criteria for assessment and recognition of quality to deploy and replicate the modern vocational secondary school model, integrate internationally, contributing to enhancing the position and reputation of Vietnam's vocational education.

At the conference, Minister of Education and Training Nguyen Kim Son emphasized: The 2025-2026 school year takes place in a particularly important context, when the Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development; The Government issued Resolution 281/NQ-CP dated September 15, 2025 on the Government's action program to implement Resolution No. 71-NQ/TW. This is a strategic guideline, considering Vocational Education and Continuing Education as one of the key pillars to develop high-quality human resources, meeting the requirements of rapid, sustainable growth and international integration in the new period.

The Minister of Education and Training suggested that Vocational Education and Continuing Education should continue to affirm and promote their key role in the country's development strategy. Vocational education is not only a place to train vocational skills for learners, but will be the "backbone" of the national human resource development system, directly contributing to increasing labor productivity, competitiveness and creativity of the economy . In the context of digital transformation and high-tech industrial development, vocational education must become a pioneer in training a team of highly skilled technical workers, capable of quickly adapting to changes in the domestic and international labor market.

In addition, Vocational Education and Continuing Education must be identified as an important part of the lifelong learning system, creating conditions for everyone, of all ages and circumstances, to have the opportunity to learn, improve their qualifications, and update new skills throughout their lives. The connection between Vocational Education and Continuing Education with general education and university education must become a smooth, flexible connection, so that learners can study further, transfer, re-study, and study for life - in line with the spirit of building an "open, flexible and comprehensive learning society".
