On the morning of October 22nd, the National Assembly heard Minister of Education and Training Nguyen Kim Son present a report on three draft laws amending and supplementing certain articles of the Law on Education, the Law on Higher Education (amended), and the Law on Vocational Education (amended).
No school board is established in public educational institutions.
Regarding the basic contents of the draft Law amending and supplementing a number of articles of the Law on Education, Minister Nguyen Kim Son clearly stated that it focuses on 4 groups of contents.
This includes institutionalizing several important contents of the Party, especially Resolution 71, such as stipulating that lower secondary education is compulsory and universal preschool education for children aged 3-5 years.
Supplementing regulations with fundamental principles on the State's policies in science and technology and digital transformation, especially the controlled application of artificial intelligence, and building a national database on education and training.
The plan includes establishing a unified national set of textbooks; eliminating school boards in public educational institutions; refining regulations on scholarships for students, and supplementing the national scholarship fund...
According to him, the bill would add vocational high schools, on par with high schools, to the national education system.
Clarify the direction of post-secondary education streaming to suit students' abilities, strengths, and talents, while also addressing obstacles and difficulties in the practical training of specialized fields and professions in the arts.
Regulations stipulate that diplomas and certificates can be issued in paper, electronic, or digital form; separate local educational materials from textbooks; and delegate the authority for compilation, evaluation, and approval to local authorities.
There are no mandatory quality accreditation requirements for preschool education, general education, continuing education, etc.
One new point is that the draft affects approximately 69 out of the 126 existing administrative procedures (accounting for 54.76%).
Specifically, this includes eliminating the procedure for issuing junior high school graduation certificates, and assigning the school principal/head of the institution implementing the junior high school education program to certify the completion of the junior high school program in the student's academic record...
Regarding textbook content, the bill states that the State will provide a single set of textbooks for nationwide use, ensuring equitable access to education, quality, modernity, and alignment with educational goals.
The government mandates free textbooks for students; implements appropriate social solutions regarding textbooks, ensuring sustainability and meeting the requirements for improving the quality of education...
Previously, regarding the preparation of a unified national set of textbooks as requested by the Central Government, Minister Nguyen Kim Son emphasized that the preparation of a unified set of textbooks for use throughout the country would begin in the 2026-2027 school year.
The compilation, appraisal and promulgation of a unified set of textbooks will be carried out according to a strict and scientific process, inheriting the results achieved in the previous stage, while overcoming existing shortcomings.

I agree with the proposal to abolish the requirement to issue junior high school graduation certificates.
According to the Minister, the draft Law on Vocational Education (amended) adds a type of vocational high school at the same educational level as high school.
The law expands the types of institutions participating in vocational education, allowing schools, centers, businesses, cooperatives, and other organizations to participate in training, creating a broader and more flexible vocational education network, and especially granting autonomy to these institutions...
Regarding the amended Higher Education Law, Minister Nguyen Kim Son stated that the draft law continues to improve the mechanism of decentralization, decentralization, and administrative reform in state management of higher education, building on the achievements of the past period.
Streamline the internal organizational structure of higher education institutions; form strong, efficient, and high-quality multidisciplinary and specialized universities that are suitable for the current context...
Reviewing these bills, the Chairman of the Committee on Culture and Social Affairs, Nguyen Dac Vinh, stated that the committee agrees with the regulation that the State provides a single set of textbooks for nationwide use, in order to institutionalize the Party's policy on textbooks for general education.
The Committee approved the removal of the regulation on granting junior high school diplomas, and only stipulated that the confirmation of secondary school completion transcripts be carried out by the junior high school principal.
However, it is suggested that the standards and procedures for awarding vocational high school diplomas be clarified to affirm the basis for determining their equivalence with high school diplomas.
It is proposed to supplement and clarify the principles and mechanisms for managing, sharing, and securing data; and to study regulations on the assessment and recognition of other certificates used in the national education system...
