
On the morning of December 8, at Duc Tho Town Primary School (Duc Tho Commune), the Department of Education and Training (DoET) held a conference to exchange experiences on applying the SEA-PLM assessment method in teaching at primary schools with a delegation of officials and teachers from the Ministry of Education and Sports of the Lao People's Democratic Republic.
On the Lao side, there were Mr. Vongphet Oudomlith - Deputy Director of the Institute of Educational Sciences , Ministry of Education and Sports; officials, teachers and specialists of the Ministry of Education and Sports.
On the Vietnamese side, there were comrade Pham Quoc Khanh - Deputy Director of the Department of Quality Management, Ministry of Education and Training ; leaders of the Department of Education and Training of Ha Tinh province and educational institutions that were surveyed.

The "Southeast Asia Primary Learning Metric" (SEA-PLM) program is a program implemented under the initiative of the Organization of Southeast Asian Ministers of Education, the United Nations Children's Fund Regional Office and the East Asia and Pacific Regional Office.
SEA-PLM emphasizes the development of core competencies such as reading comprehension, mathematics, and life skills instead of just imparting knowledge. Students are encouraged to explore, reason, and apply them in practice. The method focuses on the ability to understand, analyze, evaluate information, and solve problems; teaching in situations, linked to practical contexts; encouraging critical and creative thinking; thereby assessing students' overall abilities.

At Duc Tho Town Primary School, the SEA-PLM method has been applied since the beginning of the 2025-2026 school year. In addition to organizing training for teachers on innovative teaching methods, effective use of information technology and artificial intelligence; the school has also invested in a synchronous system of facilities including: functional rooms, playgrounds, teaching equipment, smart classrooms; books, textbooks, and internet coverage to meet the needs of innovation.
At the conference, together with representatives of Duc Tho Town Primary School, leaders of Duc Lap Primary School (Duc Tho Commune); Truong Son Primary School (Duc Minh Commune) also shared their experiences in applying the SEA-PLM method in practice; difficulties, obstacles and solutions. Officials and teachers from both countries discussed and shared contents towards effective application of the SEA-PLM method in teaching.

Speaking at the conference, Director of the Department of Education and Training Bui Nhan Sam shared an overview of Ha Tinh in general and the education sector in particular.
The province currently has 668 schools (including 27 non-public schools), nearly 25,000 cadres, teachers, staff and nearly 365,000 students in the province. At the primary level, Ha Tinh has 221 schools (including 220 public schools and 1 non-public school). In recent years, Ha Tinh has always been in the top in terms of key quality and mass quality.

Ha Tinh always identifies education as a breakthrough for development; focusing on researching and implementing effective methods in educational innovation.
The Director of the Department of Education and Training affirmed that the SEA-PLM method, through implementation in a number of schools in Ha Tinh, has shown many positive results. The Department of Education and Training will continue to recommend the Ministry of Education and Training to provide training, contributing to the successful implementation of the 2018 General Education Program; together with the whole country, to successfully carry out the tasks of education and training in the coming time.

At the conference, Mr. Vongphet Oudomlith - Deputy Director of the Institute of Educational Sciences, Ministry of Education and Sports highly appreciated the application of the SEA-PLM teaching method in Vietnam in general and Ha Tinh in particular.
After the training session, officials, teachers and experts from the Ministry of Education and Sports will draw out innovative experiences to contribute to the effective application of this method in Laos.

Speaking at the program, comrade Pham Quoc Khanh - Deputy Director of the Department of Quality Management, Ministry of Education and Training emphasized that this is not only an important event, contributing to improving the quality of education and training but also strengthening the friendship between Vietnam and Laos.
The representative of the Ministry of Education and Training affirmed that they will continue to accompany and organize survey and training delegations to help cadres and teachers in the country and Laos effectively apply the SEA-PLM method in teaching.
