Prime Minister: Taking science and technology and digital transformation as the main driving force of growth

Prime Minister Pham Minh Chinh requested a frank assessment of progress, removal of barriers and proposal of breakthrough solutions to effectively implement goals on science and technology, innovation and Project 06.

On the morning of November 15, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (Steering Committee), chaired the 5th meeting of the Steering Committee.

Co-chairing the meeting were Deputy Prime Ministers Bui Thanh Son, Le Thanh Long, Ho Duc Phoc, Mai Van Chinh, Ho Quoc Dung; leaders of ministries, branches, members of the Steering Committee; representatives of a number of enterprises, science and technology corporations, universities and research institutes.

Speaking at the opening of the meeting, the Prime Minister said that the meeting aimed to review and evaluate the situation and results of science and technology development, innovation, digital transformation; limitations, bottlenecks, and bottlenecks; propose tasks and solutions in the coming time; and at the same time prepare a step for the 2025 summary of the Steering Committee.

The Head of Government pointed out that to achieve strategic goals, the Party, State and Government set a growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period to achieve the two 100-year goals.

To develop quickly and sustainably, it is necessary to promote and renew traditional growth drivers such as investment, consumption, and export; effectively exploit new growth drivers such as digital economy, green economy, circular economy, sharing economy; restructure the economy, etc. In particular, science and technology, innovation, and digital transformation must be the main driving forces.

To develop rapidly and sustainably, economic restructuring must rely on science, technology, innovation, and digital transformation, in which databases and artificial intelligence play an important role.

Recently, the Politburo has issued 7 important Resolutions, including Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.

Immediately after that, the National Assembly and the Government issued Resolutions and action programs and focused on directing ministries, branches and localities to resolutely implement Resolution No. 57 with the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the People support, only discuss and do, not retreat," "seize every hour, every day, every month" to achieve the set goals.

According to the Prime Minister, although many positive results have been achieved in many aspects of institutions, mechanisms, policies and many encouraging specific results in many fields.

However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, there is still a lot of work to do. Among them, there are still some tasks that have been proposed but are still behind schedule, such as building and connecting data, building digital citizens, administrative reform, etc.


Therefore, to continue effectively implementing the tasks of developing science, technology, innovation, digital transformation, administrative reform and implementing Project 06, the Prime Minister requested delegates to focus on discussing, analyzing and evaluating the leadership, direction and administration of the Government, ministries, branches and localities. Have they been proactive, timely, flexible and effective? What issues need to be focused on?

The Prime Minister requested a frank, clear, objective, quantitative assessment with specific and demonstrable results of activities in science, technology, innovation, digital transformation, administrative reform and Project 06; identification of shortcomings, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, and policies; and clarification of contents that are behind schedule.

At the same time, identify the causes, draw lessons; share good experiences, valuable lessons, creative ways in leadership, direction, management and implementation, contributing to unlocking all resources for national development.

Prime Minister Pham Minh Chinh requested delegates to discuss and clearly identify key tasks and solutions to accelerate and make breakthroughs in the coming time; clear up bottlenecks in organization and implementation; propose breakthrough solutions to promote disbursement of investment capital for science and technology development, innovation, digital transformation; solutions to promote the reduction of administrative procedures, reuse data to reduce the number of documents and papers, creating convenience for people and businesses; resolve difficulties and problems in implementing two-level local government, especially digital transformation...

According to the program, the meeting will listen to reports and discuss the assessment of the results of implementing tasks of science, technology development, innovation and national digital transformation and key tasks until the end of 2025; results of implementing Project 06 and key tasks until the end of 2025; results of implementing administrative reform and key tasks until the end of 2025...
