Expanding infrastructure, diversifying payment methods
In recent years, banks in the city have stepped up investment in digital payment infrastructure, synchronously deployed electronic systems for online payment applications and customer care services via digital channels.
Mr. Nguyen Xuan Hoang, Deputy Director of Vietnam Joint Stock Commercial Bank for Investment and Development - Hai Van Branch ( BIDV Hai Van) said that implementing Resolution No. 04/NQ-TV of BIDV Party Committee and responding to the Digital Transformation Project of Da Nang city, the branch has strongly deployed digital transformation, achieved many positive results and affirmed its pioneering position in the BIDV system in Da Nang.
Accordingly, BIDV Hai Van cooperated with local authorities to deploy the model of "Cashless Payment Street" in many areas from the center to the suburbs. Bank staff directly assisted people in opening accounts, pasting QR codes, installing SmartBanking applications, instructing on bill payments, buying and selling goods via phone - gradually bringing the habit of electronic transactions into daily life.
The unit also organized dozens of campaigns to open accounts and install SmartBanking for students of universities, colleges, and high schools; at the same time, launched QR code coverage in markets and busy business streets. The branch focused on two main groups of solutions: developing infrastructure, digital payment products, and promoting customer behavior conversion.
In infrastructure development, banks are now deploying SmartBanking applications for individual customers; corporate sector. In addition, QR Code and POS networks are widely installed in supermarkets, service stores, hospitals, schools, public administrative units, etc., helping users to easily make payments in all situations.
Banks also promote incentive programs such as cashback, free transfers, and reduced credit card fees; and guide customers through call centers, at counters, and online environments to form the habit of using digital services.
Implementing the Government's direction on promoting social security payments through non-cash payment methods, Da Nang City Social Security has implemented many solutions to encourage people to receive pensions through ATM accounts.
The city's insurance agency is stepping up propaganda work via the internet and social networks; coordinating with the post office and banking system to actively propagate and mobilize participants to receive pensions and social insurance benefits via bank transfer.
In addition, retail businesses are also proactively promoting cashless payments. Mr. Phan Thong, Director of Co.opmart Da Nang Supermarket, said that at the supermarket, 100% of cashier counters are equipped with POS machines that support domestic, international and contactless card payments, and are also linked with e-wallets such as MoMo, VNPay, ZaloPay, ShopeePay to diversify customer options. Accordingly, the revenue from cashless payments currently accounts for about 40% of total revenue. This form helps sellers and buyers shorten waiting time, limit errors and make transactions safer.

Promote modern payment applications
Along with the improvement of infrastructure, the awareness and payment habits of Da Nang people have also changed significantly. Ms. Nguyen Thi Hong (Hai Chau ward) shared: “Before, I was only used to using cash, but since I learned to use e-wallets and banking applications, I find it much more convenient. I don't have to carry money around, just scan the QR code and it's done. Details of expenses are clearly saved, easy to control and no need to worry about paying by mistake.”
Not only in the center, the QR payment model has also spread to residential areas and small businesses. Ms. Vu Thi Hong Thanh, owner of a coffee shop on Ninh Ton Street (Lien Chieu Ward), said: "About 70% of the shop's customers pay by QR code. It's fast, clean, and there's no need to worry about counting money or receiving change. I just need to open the app to see my daily revenue right away."
According to traders in markets, especially those in central areas, after the pandemic, people tend to prioritize contactless transactions to ensure health safety and suit modern consumption styles. Payment via QR codes and e-wallets not only helps buyers conveniently but also supports businesses in managing revenue and books scientifically, reducing the risk of cash loss.
To spread the habit of cashless payment widely, the People's Committee of Da Nang City has issued many documents implementing Decision No. 1813/QD-TTg of the Prime Minister on developing cashless payment in the period 2021-2025. Agencies and units providing public services are required to promote online payment for taxes, insurance, tuition, hospital fees and administrative fees, to reduce waiting time and increase transparency.
In particular, the city is promoting digital transformation in the tourism sector, encouraging accommodation establishments, restaurants, tourist attractions, taxis, tourist vehicles, etc. to implement payment via QR codes, e-wallets or online payment gateways, helping tourists easily pay without having to carry a lot of cash.
To narrow the digital gap between the inner city and the suburbs, the city assigned departments, branches and sectors to coordinate with the banking sector to invest in low-cost telecommunications infrastructure, helping people in suburban areas have access to bank accounts and e-wallets in daily life, production and financial transactions.
Mr. Vo Minh, Deputy Director of the State Bank of Vietnam Region 9, said that the banking industry is promoting the popularization of accounts and expanding payment services for people. The application of technology, electronic identification VNeID and the provision of online public services help credit institutions to open accounts, pay social security and pay for public services quickly and transparently.
“Cashless payments help make transactions transparent, reduce social costs, improve the efficiency of public financial management and bring convenience and safety to people. Therefore, it is necessary to coordinate to strengthen communication, guide people to use cashless payments in an easy-to-understand and familiar form; promote promotions and consultations, especially in rural and remote areas, to change the habit of using cash,” said Mr. Minh.
