I see that, after the arrangement of two-level local government as well as the merger of departments, branches, and especially the consolidation of provinces to reform the apparatus to be more effective and efficient; in which I am most concerned about the issue of handling public assets.
This is not a challenge but a huge social resource. If we do not have timely solutions, policies and decisions, it will cause great waste. Meanwhile, the need in many places is very great. In many places, headquarters are left abandoned like that, causing waste. The problem here lies in institutional and mechanism bottlenecks; especially the issue of decentralization and delegation of power to localities. Therefore, I propose:
Firstly, it is necessary to re-evaluate assets, classify and re-price assets to have a handling direction.
The second is to decentralize to local authorities to proactively handle these types of assets with reasonable mechanisms. Some places can use them for schools, hospitals, health stations or as community centers. Some places can auction, lease or sell; and some places can be public-private partnerships (PPP) to develop socio -economics , commercial services... to avoid wasting resources.
I propose that in the Documents of the 14th National Party Congress, we include an idea: Public assets are a resource for socio-economic development. There must be flexible mechanisms and policies and decentralization and delegation of authority to localities responsible for promoting public assets to serve the country's development as well as serve the needs of the people.
Sir, regarding the implementation of functions, tasks and powers of some agencies and organizations at the grassroots level, including unions at the commune level, there is still confusion. On this issue, what are your comments on the Documents of the 14th National Party Congress?
The issue of reorganizing the two-level local government apparatus has initially come into operation but has not been smooth and still has many bottlenecks.
The first is authority, functions, and tasks; in which there are gaps in the institutional system that have not been completed. This leads to delays, congestion, pushing, evasion, and no one taking responsibility. This is an issue that needs to be resolved promptly. I suggest focusing on three issues:
Firstly, it is necessary to clearly define the responsibility for decentralization, delegation of authority and the mechanism for accountability, supervision and responsibility. Once decentralization is done, there must be delegation of authority and responsibility for this issue, not to create a legal vacuum.
Second, when restructuring the apparatus, especially at the commune level, the level, capacity, and workload are large, so it is necessary to review, rotate, train, foster, and provide professional training for grassroots cadres.
Third, it is necessary to strongly apply digital transformation, carry out administrative procedures on digital platforms, limit direct procedures, be transparent, simplified, quick, in line with the policy of streamlining the apparatus.
Finally, I would like to include in the document that: In streamlining, there must be a mechanism and appropriate, flexible policies so that commune-level cadres are cadres who are close to the people and based on the functions and tasks of clearly defined policies and guidelines so that commune-level cadres dare to think, dare to do, dare to dedicate themselves to society and serve the people.
