Hue City Civil Defense Command also ordered to adjust the flow rate of Huong Dien Hydropower Reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes from about 800 - 1,500 m3/s (on the afternoon of November 11, this reservoir received a regulation order to the downstream of Bo River from 300 - 700 m3/s); adjust operations depending on the actual flow rate to the reservoir; the time to gradually increase the flow rate is at 4:00 p.m. on November 16.
Hue City Civil Defense Command requested reservoir owners to organize announcements and warnings by sirens and loudspeakers for downstream areas; at the same time closely monitor the flow to the reservoir, water levels on the rivers and report regularly. Downstream communes and wards are required to strictly prohibit boating, firewood collection, and fishing on the river, except in special cases permitted by competent authorities, and at the same time notify people to proactively take precautions.
In the past hours, the communes from A Luoi 1 to A Luoi 5 have had heavy rain, very heavy rain; total rainfall is about 111.6 - 155.6mm. Heavy rain has caused water to overflow the Ho Chi Minh road through A Luoi 3 commune, but vehicles are still able to pass. It is forecasted that from the afternoon to the evening of November 16, the communes from A Luoi 1 to A Luoi 5, Nam Dong, Khe Tre, Long Quang will have heavy rain, very heavy rain with common rainfall of 60 - 100mm, in some places over 150mm, causing the risk of flash floods and landslides in mountainous areas.
On the afternoon of November 16, the water level on the rivers in Hue city was fluctuating at alert level 1 and above alert level 1; warning from the night of November 16 to November 20, on the rivers of Hue city there is a possibility of a flood, the peak flood level of the rivers is at alert level 2 to alert level 3, some rivers are above alert level 3. Warning of the risk of floods and inundation in low-lying areas along rivers, urban areas; flash floods and landslides on steep slopes in mountainous areas.
