At the signing ceremony, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai requested the two sides' coordination team to continue reviewing the agreed contents, emphasizing the need to develop a detailed roadmap to implement cooperation tasks. According to him, each stage must clearly define the goals, products and specific results, avoiding the situation of signing a formal agreement.
The Provincial Party Secretary also noted that during the implementation process, if any problems arise, the agencies of both sides need to promptly coordinate to resolve them, ensuring that the cooperation agreement brings about substantial results and makes practical contributions to the development of the province.
According to the signed content, the two sides agreed to coordinate in implementing common activities on training and improving the quality of human resources; scientific research; innovation and technology transfer, in accordance with the development needs of Ca Mau in the new period.
Suggesting development strategies based on science and technology
Speaking at the signing ceremony, Associate Professor Dr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology , former Director of Ho Chi Minh City National University, gave many suggestions and strategic directions for Ca Mau to develop its economy based on the foundation of science - technology and available potential.
He emphasized that Ca Mau needs to build and strongly promote an eco-tourism brand with its own local identity, associated with typical models such as crab - forest, shrimp - forest. This is not only a comparative advantage of the Cape, but also a basis for developing a green economy, a circular economy, attracting domestic and international tourists and investors.
At the same time, the locality needs to build a multi-dimensional economic development strategy, both maximizing natural advantages and taking advantage of the power of science and technology to make a breakthrough. Resources from the team of experts, scientists, and international cooperation network of Ho Chi Minh City National University, according to Associate Professor, Dr. Vu Hai Quan, will be an important "support" for Ca Mau to deploy new development models with high added value, adapting to the context of digital transformation and climate change.

Within the framework of the agreement, Ca Mau province will direct specialized agencies based on their functions and tasks in the sector and management field to advise the Provincial People's Committee to deploy cooperation and support activities in each field. The province is responsible for "ordering" research, training, and fostering; receiving and transferring research results and applying science and technology from Ho Chi Minh City National University, in accordance with practical needs and in accordance with legal regulations.
The Ho Chi Minh City National University committed to prioritizing resources to implement cooperation tasks with Ca Mau, including research, transfer of scientific and technological applications and international projects serving local development. At the same time, the unit will closely coordinate with the Provincial People's Committee and specialized focal points to organize and implement cooperation contents, ensuring effectiveness, on schedule, and meeting the set goals.
The two sides agreed to consider this a comprehensive, long-term, flexible cooperation framework that can be expanded to new areas depending on the development needs of Ca Mau and the scientific, technological, and training strengths of Ho Chi Minh City National University in each period.
Previously, in 2024, units under Ho Chi Minh City National University and departments and branches under the People's Committee of Ca Mau province agreed to implement 13 cooperation tasks. To date, 5 tasks have been completed, creating an important premise for the two sides to expand and upgrade the cooperation framework to a comprehensive level in the 2025-2030 period.
On that basis, the new agreement is expected to contribute to accelerating the application of science and technology in production and management, improving the quality of human resources, promoting innovation, and building Ca Mau to develop quickly and sustainably.
