Digital government covers two levels
In the context of increasing demands for digital transformation, procedure streamlining and service quality improvement, the above results show that An Giang has strongly shifted from manual operations to a data-based environment, expanded online public services, and prioritized resources for rural areas, ethnic minority areas and vulnerable groups.
According to the People's Committee of An Giang province, in internal activities, the province has completed creating accounts for officials, civil servants, and public employees of 17/17 provincial departments, branches, and sectors and 102 People's Committees of communes, wards, and special zones with a total of over 20,000 accounts, ensuring that 100% of agencies, officials, and civil servants are granted accounts for use.
An Giang has completed the installation, configuration, and adjustment of the system according to the 2-level local government model; updated the accounts of cadres, civil servants, and public employees of provincial departments, branches, and equivalent agencies, affiliated public service units, 102 units of the People's Committees of communes, wards, and special zones into the system with a total of 20,426 accounts. The rate of electronic documents exchanged between state administrative agencies through the Document Management and Operation System reached 100%.
The province uses accounts on the National Reporting System to perform reporting tasks; at the same time, configures and adjusts the software of the Provincial Reporting Information System according to the 2-level local government model, connecting with the National Reporting Information System. The total number of accounts on the Reporting Information System is about 272 user accounts.
New rural areas, OCOP as rural pillars
Implementing the National Target Program on New Rural Development, after the administrative unit arrangement, An Giang province has 102 communes, wards and special zones, of which 85 communes. Through review, by the end of October 2025, the province has 69 new rural communes, 9 advanced new rural communes, 01 model new rural commune; in 10 months, no new rural commune has been recognized.
Regarding the disbursement plan of the National Target Program on New Rural Construction, by September 17, 2025, the province had disbursed 178,924/485,673 million VND, reaching 42.92%.
In October 2025, no new products were assessed as meeting OCOP standards, but up to now, the whole province has had 582 OCOP products. An Giang organized the 2025 Mekong Delta OCOP Forum in Long Xuyen city, contributing to promoting local products and connecting markets.
Sustainable poverty reduction, support for ethnic minority areas
For the National Target Program on Sustainable Poverty Reduction, An Giang province has compiled the number of poor households as 12,736, accounting for 1.27%; the total number of near-poor households as 24,687, accounting for 2.46%; the total number of poor ethnic minority households as 2,869, accounting for 2.9%.
Regarding the disbursement plan of the National Target Program for Sustainable Poverty Reduction, by September 17, 2025, the province had disbursed 31,693/68,834 million VND, reaching 46.04%.
With the National Target Program on Socio -Economic Development for Ethnic Minority and Mountainous Areas, based on the Central Government's allocated capital, the province has allocated detailed funding for timely implementation of Projects and Sub-Projects to responsible departments, branches and localities, prioritizing investment budget resources for particularly difficult communes and hamlets.

Eliminate temporary housing, expand housing policy
Responding to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses nationwide from now until 2025", An Giang has deployed and completed support for 9,082 houses (7,185 newly built, 1,897 repaired) with a total cost of 489,831,880,315 VND from the state budget, socialized sources and household contributions.
The Steering Committees at all levels mobilized over 26,324 working days; supported gifts worth over 1.5 billion VND; and presented 353 sets of zinc frames. The province held a conference to summarize the Program to eliminate temporary and dilapidated houses in the area, and awarded Certificates of Merit from the Chairman of the Provincial People's Committee to 61 collectives and 45 individuals with outstanding achievements.
An Giang has implemented a program to support the renovation and repair of houses for people with meritorious services to the revolution and relatives of martyrs, and implemented the project "Housing support for people with meritorious services to the revolution and relatives of martyrs in An Giang province in 2025" with a total of 6,504 houses. To date, the province has advanced funds to start construction of 2,024 houses (761 new houses, 1,263 houses repaired).
Regarding the Housing Development Program, the province is adjusting the Provincial Housing Development Program for the 2021-2030 period and developing a Housing Development Plan for the 2026-2030 period; focusing on implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period".
Digital transformation, administrative reform associated with digital data
In the field of science , technology and digital transformation, state agencies in the province have been granted 18,020 digital signatures for public service, of which 17,262 are individuals (16,276 Tokens, PKI Sim 986), 758 are organizations (an increase of 163 digital signatures compared to September 2025). The work of renewing and changing information was carried out with 116 digital signatures; restoring secret key storage devices (digital signatures) for 54 devices.
The provincial administrative procedure settlement information system has been installed, configured, and adjusted according to the 2-level local government model and deployed to connect, integrate, and ensure that the National Public Service Portal becomes a centralized, single "one-stop shop" according to the instructions of the Government Office. The province has updated 7,917 accounts of officials, civil servants, and public employees of provincial departments, branches, and 102 units of the People's Committees of communes, wards, and special zones into the system; fully configured internal processes and forms on the Administrative Procedure Settlement Information System.
The online video conferencing system has completed the connection from the Provincial People's Committee Office to 102/102 new commune-level People's Committee bridge points and from the Provincial Party Committee Office to 102/102 commune-level Party Committees.
Regarding administrative reform and government building, An Giang continues to strictly implement the Prime Minister's Official Dispatch No. 101/CD-TTg dated June 29, 2025. Provincial and commune-level public service systems, online payment systems, and shared operational management systems of the province operate basically smoothly, synchronously, and without data interruption.
The whole province has received and returned the results of administrative procedure settlement of 124,385 records; of which 94,267 records were online, reaching 75.77%, an increase of 2.57% compared to the previous month; 15,761 records were transferred from the previous period. The province has processed 99,909 records, of which: 97,225 records were before and on time (reaching 97.314%, an increase of 3.05%), 2,684 records were overdue. 22,725 records are being processed, of which: 18,887 records are within the deadline, 3,838 records are overdue (accounting for 20.32%, an increase of 4.41%); 1,331 records have been stopped or canceled.
An Giang has completed the publication on the national administrative procedure database of 2,168 administrative procedures of the province (including vertical sectors, administrative procedures implemented at both levels), in which the total number of administrative procedures under the jurisdiction of the provincial level is 1,855 administrative procedures, and the commune level is 416 administrative procedures. The administrative procedure settlement information system provides 2,183 public services, of which 1,137 are partially online public services, 890 are fully online public services; the rate of handling records before the deadline and on time is 95.30%.
The province has integrated 92.85% of the province's partial and full online public services (2,027 services) on the National Public Service Portal; in particular, services under Decision 242/QD-UBND dated July 14, 2025 and Decision 238/QD-UBND dated July 14, 2025 have achieved a 100% integration rate. According to data recorded on the National Public Service Portal as of October 19, 2025, the digitization rate of records and results of administrative procedure settlement of the province reached 78.25%; the rate of records with electronic results reached 79.93%; the rate of exploitation and reuse of digitized information and data reached 37.59% (143,171 records).
The above results show that An Giang is on the right track in the digital transformation roadmap, administrative reform and implementation of national target programs, creating a foundation for the province to develop sustainably, taking people as the center of policy.
According to the report, the socio-economic situation in the first 10 months achieved many positive results such as: total rice output increased by 1.1%; total exploitation and aquaculture output increased by 6.64%; industrial production index increased by 14.04%; total tourist arrivals increased by 21.7%; total tourism revenue increased by 78.2%; export turnover increased by 10.65%; import turnover increased by 5.22%; total retail sales of goods and service revenue increased by 19.12% and the number of new registrations increased by 47% over the same period.
In particular, in the first 10 months, the whole province welcomed more than 21.3 million visitors, an increase of 21.7% over the same period, exceeding the yearly plan by 1.5%, of which international visitors welcomed more than 1.3 million, an increase of 65.7% over the same period, exceeding the yearly plan by 13.1%, total revenue reached about more than 56,000 billion VND, an increase of 78.2% over the same period, exceeding the yearly plan by 42.6%...
