Dynamics in the residential area

- The annual recognition of the title of cultural family and cultural residential area has created a great driving force to promote movements and activities in the locality. This is a prominent content in the movement "All people unite to build a cultural life" in the province.

Representatives of Dai Thang block, Luong Van Tri ward signed a competition agreement to build a cultural residential area at the National Great Unity Day.

For many years, Block 12, Dong Kinh Ward has always maintained the title of cultural residential area. The Party Cell, the Front Work Committee, and the block's mass organizations have regularly mobilized people to well implement the Party's policies and the State's laws and actively respond to patriotic emulation movements. In September 2025, the cadres and people of Block 12, Dong Kinh Ward were certified by the Provincial Party Committee's Propaganda and Mass Mobilization Committee as typical examples in the "Skillful Mass Mobilization" emulation movement at the provincial level for the period 2021 - 2025.

Mr. To Ngoc Minh, Party Cell Secretary, Block Leader of Block 12 shared: The block has more than 500 households, over 2,000 people. To maintain the title of cultural residential area, we have mobilized people to implement the criteria well. At the same time, we have effectively implemented the motto "people know, people do, people check, people supervise, people benefit" in movements and activities. Thereby, people have high consensus and actively participate. For example, in 2025, the block mobilized people to contribute nearly 100 million VND to repair the block's cultural house; the rate of cultural families in the block reached 99.06%.

According to Decision No. 21 dated June 24, 2024 of the Provincial People's Committee on promulgating detailed regulations on criteria for awarding the titles of "cultural family", "cultural village, residential group", "typical commune, ward, and town" in the province:

- A cultural family must meet common standards such as: being exemplary in implementing the Party's guidelines; the State's policies and laws; actively participating in emulation movements; a prosperous, progressive, happy, civilized family...

- Cultural villages and residential groups must meet the following standards: stable and developed economic life; healthy and rich cultural and spiritual life; safe, friendly environment, clean and beautiful landscape; good compliance with the Party's guidelines and policies, the State's laws; a spirit of solidarity, mutual assistance and help in the community...

Not only grade 12, many villages and residential groups in the province have achieved the title of cultural residential area every year. The cultural titles have motivated families and residential areas to strive to build good relationships, implement cultural standards, strictly comply with legal regulations and increase their responsibility to contribute to the community.

Ms. Le Hai Yen, Deputy Director of the Department of Culture, Sports and Tourism affirmed: Every year, the department has organized the integration of propaganda movements, especially the contents and targets of the movement "All people unite to build a cultural life", including the movement to build cultural families and the movement to build cultural villages and residential groups. Through the annual assessment and recognition of the title of cultural families and cultural residential areas, it has created motivation for families and residential areas to respond to emulation movements and activities at the grassroots level. Thereby, it has made an important contribution to preserving and promoting the national cultural identity, raising people's awareness in building a solid family economy, a healthy and civilized cultural lifestyle, contributing to promoting the socio-economic development of the province.

Leaders of Hoang Van Thu Commune People's Committee awarded the title of cultural village and certificate of merit to exemplary cultural households at the national solidarity festival of Long Tien village.

To ensure that cultural titles are recognized in accordance with regulations, publicly and transparently, Party committees, authorities, the Fatherland Front and grassroots organizations have promoted their roles in directing, inspecting and guiding residential areas to implement the movement of building cultural families, cultural villages and residential groups. Every year, the People's Committee at the commune level presides over the review, statistics, and guidance of residential areas to register, self-assess and consider the title of cultural families and cultural residential areas in accordance with regulations. After the residential area holds a public meeting, the dossier is sent to the commune-level government for appraisal and recognition decision.

The evaluation and recognition of cultural titles are increasingly being carried out in a more systematic and substantial manner. In 2024, the whole province will have 1,124/1,646 villages and residential groups achieving the title of cultural village and residential group, reaching 68.3%; 172,455/205,756 households achieving the title of cultural family, reaching 83.8%.

Every year, on the National Unity Day, residential areas will announce a list of cultural families and cultural residential areas recognized by the Commune People's Committee. Exemplary cultural families will be recognized and rewarded at the festival.

Mr. Luong Van Khanh, Long Tien village, Hoang Van Thu commune said: Every year my family is awarded the title of cultural family. This year in particular, my family received a certificate of merit from the Chairman of the Commune People's Committee for outstanding achievements in implementing the movement "All people unite to build a cultural life" on the national solidarity day. This is an honor and motivation for the family to continue to implement the Party's policies and the State's laws, and actively participate in local movements. The title of cultural family is a reminder for each family member to follow cultural standards, together build a prosperous, progressive, happy family, and at the same time be responsible to the community.

It can be affirmed that the title of cultural family, cultural village, and cultural residential group is not only an honor but also a great spiritual motivation, motivating each person and each residential area to strive and contribute to the common development of the homeland and country.
