Opening the meeting, Chairman of the City People's Committee Phan Thien Dinh praised the sense of responsibility and effective coordination of agencies, units and forces in the area in responding to and overcoming the consequences of floods. The city is continuing to balance resources to support localities, especially forces directly involved in flood prevention.

Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, said that Hue has just experienced three major floods, reaching a historic milestone. The upstream reservoirs are currently being properly regulated, contributing to reducing pressure for the upcoming rains. The total preliminary damage is estimated at about 1,840 billion VND.

Need to strengthen local governance capacity

Reporting on the socio- economic situation, Director of the Department of Finance La Phuc Thanh said that despite being affected by natural disasters, many economic indicators of Hue still maintained good growth.

In October, the number of tourists decreased slightly by 1% compared to the previous month but still increased by 63% compared to the same period. In the 10 months, Hue welcomed nearly 5.4 million visitors (up 66%), including 1.5 million international visitors; tourism revenue is estimated at 10,700 billion VND, up 60%.

Total retail sales of goods and services reached VND54,581 billion (up 15.1%); mobilized capital VND87,300 billion (up 13%); outstanding credit VND89,400 billion (up 7.4%). The average consumer price index increased by 2.92%. The industrial production index in October increased by 7.5%, and in the first 10 months it increased by 15.8%; of which automobile production increased by 4.2 times, gloves increased by 4.9 times, and electricity production increased by 51.7%. Total social investment capital reached VND31,255 billion, up nearly 20%. Notably, Hue has granted 41 new projects, including 9 FDI projects with registered capital of 32 million USD; 887 new enterprises were established, up 37% over the same period. Total state budget revenue for the first 10 months was estimated at VND11,800 billion, reaching 92.5% of the estimate and increasing by 20.7% over the same period. Disbursement of public investment capital reached 61.4% of the plan, higher than the national average (50.7%).

However, the floods in late October and early November have severely affected agriculture, tourism and production, causing the GRDP growth rate in 2025 to be expected to reach only 9 - 9.5%, lower than the target of 10%. Of which, industry - construction increased by about 13.5%, services by 8.5%, while agriculture - forestry - fishery grew negatively.

At the local bridge, many wards and communes requested the city to support in removing difficulties in the process of operating the 2-level local government model.

In Thuy Xuan ward, according to ward leaders, since the beginning of the year, they have received more than 6,200 administrative files, and processed more than 5,500 files on time; there are still more than 270 files that are overdue, mainly related to land procedures. The rate of processing backlogged files is only less than 50%, due to the large workload while human resources are limited. Thuan An and My Thuong wards also reflect a similar situation, recommending that the city increase professional staff, support disease prevention work on livestock, supplement deputy staff and stabilize the teaching staff.

According to the Department of Home Affairs, currently, communes in the area still have excess staff, of which A Luoi district has more than 100 surplus staff; Thuan Hoa ward has 18 surplus staff, while An Cuu is short 16, making coordination difficult.

Speaking at the meeting, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Phan Quy Phuong said that it is necessary to establish regional working groups to directly support localities in the process of performing their tasks. The Department of Home Affairs advises on reviewing and reporting to the Standing Committee of the City Party Committee on the coordination and arrangement of appropriate cadres and civil servants, while enhancing training and fostering to improve the capacity of the grassroots team.

Prioritize flood recovery, support businesses

According to the Department of Finance, the city is focusing on overcoming damage caused by floods, repairing infrastructure, dikes, dams, riverbank and coastal erosion, and supporting people to restore production for the 2025-2026 Winter-Spring crop.

In the economic field, the city prioritizes removing difficulties for businesses, supporting production expansion, especially in key industries such as beer, textiles, and electricity; striving to establish 1,000 new businesses by 2025, while speeding up the progress of major projects such as Kim Long Motor (phase 2) and Kanglongda (phase 2).

City leaders inspected the field at Phu Mau bridge (Km20+25, Khe Tre commune) on November 3.

In addition, the city also focuses on disbursing public investment capital, accelerating key projects serving the North-South high-speed railway. The budget revenue target for 2025 is set at VND15,700 billion.

Concluding the meeting, Chairman of the City People's Committee Phan Thien Dinh emphasized the need for the entire system to remain vigilant, proactively respond to floods, and speed up the progress of socio-economic tasks. He requested departments and branches to review the action program to implement the Resolution of the City Party Congress, clearly identify people, tasks, and responsibilities; considering this an important criterion to evaluate the level of task completion of leaders of each unit.

Chairman of the City People's Committee Phan Thien Dinh also requested to focus on site clearance for key projects, strengthen coordination between the management board and local authorities; and promptly complete the coordination mechanism to avoid overlap. "Along with promoting production, supporting businesses and people affected by natural disasters and epidemics, Hue will maintain its growth target, creating a foundation for a new development phase," Mr. Dinh emphasized.
