Lam Dong supports 9 million VND for fishing boat owners who do not meet the conditions for exploiting aquatic products.

On November 14, Standing Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen issued a document assigning the Department of Agriculture and Environment to implement Resolution No. 52/2025 of the Provincial People's Council on policies to support stabilizing the lives of households with fishing vessels that are not qualified to participate in aquatic exploitation in the province.

Under the direction of the Provincial People's Committee, the Department of Agriculture and Environment shall preside over and coordinate with the Department of Finance, relevant departments and branches and the People's Committees of communes, wards and Phu Quy Special Zone to urgently implement the resolution, ensuring compliance with regulations. During the implementation process, if any difficulties or problems arise, the units must promptly report to the Provincial People's Committee for consideration and resolution.

On the same day, at the 5th session (special session), the People's Council of Lam Dong province, term X, passed a Resolution on policies to support the stabilization of life for households of ship owners whose fishing vessels are not qualified to participate in aquatic resource exploitation in Lam Dong province (fishing vessels do not meet one or several conditions on inspection, licensing of aquatic resource exploitation or are engaged in fishing activities other than those stated in the Aquaculture Exploitation License).

The subjects of application are fishing vessel owners registered as permanent residents in Lam Dong province and confirmed by the People's Committee of the commune level, whose fishing vessels are not qualified to participate in fishing. Agencies, organizations and individuals involved in implementing the policy of supporting the stabilization of life for households of boat owners whose fishing vessels are not qualified to participate in fishing in Lam Dong province.

In principle, support will only be considered for households that are owners of fishing vessels registered in Lam Dong province but have had to stop operations due to not meeting the conditions for fishing according to the law. Each household that owns a fishing vessel that has stopped operating will only be supported once.

The support must be implemented in accordance with the principles of publicity, transparency, fairness, targeting the right subjects and no duplication. Fishing vessel owners receiving support must strictly comply with the provisions of the law on preventing and combating illegal, unreported and unregulated (IUU) fishing.

Support activities to help stabilize the lives of households with fishing vessels that are not qualified to participate in fishing activities must be associated with state management; strictly ensure and absolutely prohibit the act of sending unqualified fishing vessels into fishing activities.

Regarding the support conditions, the owner of a fishing vessel that is not qualified to participate in fishing must have a commitment not to use the unqualified vessel for fishing, which is confirmed by the People's Committee of the commune where he/she resides. Support for the household of the owner of a fishing vessel that is not qualified to participate in fishing will only be provided after a decision by the competent authority on the time when the fishing vessel ceases to operate.

In addition, fishing vessel owners who have enjoyed support policies but take fishing vessels that do not meet the conditions for exploitation will have all of their support money revoked and will be strictly handled according to the law.

This Resolution stipulates the content of support, including support to stabilize the life of each fishing boat owner household of 3 million VND/household/month. The support period is 3 months, calculated from the date the fishing boat stops fishing activities according to the decision of the competent authority. The form of support is a one-time payment, directly to the boat owner. The funding source is from the provincial budget and other legal capital sources according to the provisions of law (if any).

According to the Report of Lam Dong Provincial People's Committee, after nearly 8 years of implementing the 2017 Fisheries Law and solutions to prevent and combat IUU fishing, there are still about 500 fishing vessels in the province that are not qualified to participate in fishing. This group of fishing vessels has the potential to violate IUU fishing, causing difficulties for state management and negatively affecting efforts to overcome the European Commission's "Yellow Card" warning for the Vietnamese fisheries industry.

The suspension of fishing vessels that do not meet the requirements has caused many boat owners to lose their livelihoods and face many difficulties in life. Therefore, during the period of career transition, it is extremely necessary and urgent to issue timely support policies to stabilize the lives of fishermen, ensure social security and create consensus in the implementation of the task of preventing and combating IUU fishing.
