Capital opens the way out of poverty

In Quang Tin commune, Lam Dong province, the story of Do Van Loi, a veteran, is a vivid demonstration of the effectiveness of policy capital. In previous years, when facing countless difficulties, Loi received support from the Social Policy Bank to borrow 130 million VND from the national target program on sustainable poverty reduction. With that capital, he invested in growing coffee and durian. After a few years of perseverance, he now has 2.7 hectares of land for production, harvesting more than 5 tons of coffee/ha each year, and durian is growing well, promising a significant source of income. "Policy capital is like a life buoy for my family, thanks to which I can get back up and give my children a full education," Loi said emotionally.

Similarly, Ms. Nguyen Thi Thin, another poor household in the commune, in 2022, she was given a loan of 50 million VND to develop the economy . With 3 sao of land given by her parents, she planted more than 500 coffee trees. Now, the coffee garden has been harvested, with an expected income of about 100 million VND, enough to pay off debt, take care of her children's education and reinvest. Ms. Thin shared: "Although the capital is small, for poor people like me, it is an opportunity to build a life."

According to Mr. Nguyen Van Sang - Chairman of the People's Committee of Quang Tin commune, the whole commune has more than 8,600 people, of which 25% are ethnic minorities. Thanks to the implementation of the national target program on sustainable poverty reduction for the period 2021 - 2025, each year the locality strives to reduce 1 - 1.5% of poor households, linking loan policies with technical training, support for seedlings, fertilizers, production mechanization and market connection. "The government accompanies and the people make efforts, that is the way for the policy to truly come into life," Mr. Sang affirmed.

Multi-dimensional support

Not only stopping at capital and livelihood, Lam Dong also strongly implemented multidimensional poverty reduction policies, helping people stabilize their housing, access education , health care and infrastructure. In the border commune of Thuan Hanh, many poor households have new houses and new livelihoods thanks to the temporary housing elimination program and production support. Ms. Dang Thi Nhi's family, who had lived in hardship for many years, now has a solid house and has been given cows to raise. Or Ms. Ban Thi Nhut, a Dao ethnic, was supported to build a house and plant 300 coffee seedlings, gradually stabilizing her life.

According to Mr. Vu Dinh Trung - Vice Chairman of Thuan Hanh Commune People's Committee, the government provides support to "the right people, the right job", in which households with land are provided with seeds, households lacking capital are given preferential loans, and households without houses are supported to remove temporary houses. This method helps people have "fishing rods" and not just "fish". Thanks to that, Thuan Hanh Commune currently has only 104 poor households (2.35%) and 222 near-poor households (5.02%), striving to have no poor households by 2030 according to the new standards. From 2023 to now, the whole province has built and repaired 5,691 houses, reaching 100% of the plan, and at the same time supported nearly 7,000 households with plants, seeds and farming techniques. Many cooperatives and groups linking coffee, vegetable and flower production, cattle breeding, etc. have been formed, creating stable jobs for thousands of rural workers.

According to the Department of Agriculture and Environment of Lam Dong province, in the period of 2021 - 2025, the whole province has allocated more than 1,487 billion VND for the national target program on sustainable poverty reduction and 3,428 billion VND for the development of ethnic minority and mountainous areas. These resources are contributing to changing the face of the countryside, helping people change production methods, adapt to climate change and move towards green agriculture.
