When policies reach the people.

By implementing a policy of "reaching out" to the poor, Lam Dong province has helped thousands of households access preferential loans, receive guidance on production techniques, and create stable livelihoods to escape poverty and rise to prosperity.

Capital opens the way out of poverty.

In Quang Tin commune, Lam Dong province, the story of Do Van Loi, a veteran, is a vivid testament to the effectiveness of policy-based capital. Years ago, facing immense difficulties, Mr. Loi received a 130 million VND loan from the Social Policy Bank under the National Target Program for Sustainable Poverty Reduction. With this capital, he invested in planting coffee and durian. After several years of perseverance, he now owns 2.7 hectares of land, yielding over 5 tons of coffee per hectare annually, while his durian trees are thriving, promising a significant income. “Policy-based capital is like a lifeline for my family; thanks to it, I was able to recover and provide my children with a full education,” Mr. Loi said emotionally.

Similarly, Ms. Nguyen Thi Thin, another poor household in the commune, received a 50 million VND loan in 2022 to develop her business . With 3 sao (approximately 0.3 hectares) of land given to her by her parents, she planted over 500 coffee trees. Now, the coffee plantation is yielding a harvest, with an expected income of around 100 million VND, enough to repay the loan, provide for her children's education, and reinvest. Ms. Thin shared: "Although the capital was small, for a poor person like me, it was an opportunity to build a better life."

According to Mr. Nguyen Van Sang, Chairman of the People's Committee of Quang Tin commune, the commune has over 8,600 inhabitants, of which 25% are ethnic minorities. Thanks to the implementation of the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025, the locality strives to reduce the number of poor households by 1-1.5% each year, linking loan policies with technical training, support for seedlings, fertilizers, mechanization of production, and market connections. "The government works together, and the people make efforts; that's how policies truly come to life," Mr. Sang affirmed.

Multidimensional support

Beyond just providing capital and livelihoods, Lam Dong province has also strongly implemented multidimensional poverty reduction policies, helping people stabilize their housing, access education , healthcare, and infrastructure. In Thuan Hanh border commune, many poor households have new homes and livelihoods thanks to the program to eliminate temporary housing and support production. The family of Ms. Dang Thi Nhi, who had lived in hardship for many years, now has a solid house and has been provided with breeding cows. Similarly, Ms. Ban Thi Nhut, a Dao ethnic minority woman, received support to build a house and plant 300 coffee seedlings, gradually stabilizing her life.

According to Mr. Vu Dinh Trung, Vice Chairman of the People's Committee of Thuan Hanh commune, the government provides support "to the right people, for the right purposes," including providing seeds to households with land, preferential loans to those lacking capital, and assistance to households without houses to replace temporary shelters. This approach helps people have "fishing rods" rather than just "fish." As a result, Thuan Hanh commune currently has only 104 poor households (2.35%) and 222 near-poor households (5.02%), striving to eliminate all poor households according to the new standards by 2030. From 2023 to the present, the entire province has built and renovated 5,691 houses, achieving 100% of the plan, while also supporting nearly 7,000 households with seedlings, livestock, and farming techniques. Many cooperatives and production groups for coffee, vegetables, flowers, and cattle farming have been formed, creating stable jobs for thousands of rural workers.

According to the Department of Agriculture and Environment of Lam Dong province, from 2021 to 2025, the entire province was allocated over 1,487 billion VND for the national target program on sustainable poverty reduction and 3,428 billion VND for the development of ethnic minority and mountainous areas. These resources are contributing to changing the face of rural areas, helping people transform their production methods, adapt to climate change, and move towards green agriculture.
