Struggling with the most difficult criteria in new rural construction

Of the 19 criteria according to the National Criteria Set for New Rural Construction, environmental issues are in criterion 17 with 12 contents and component indicators, causing difficulties for many communes in the West of the province.

"Difficult" criteria

In Truong Xuan commune, in recent years, although there have been many efforts to achieve the contents of environmental criteria, it is currently very difficult to reach this criterion. For example, the rate of using clean water according to national standards is still low. Domestic solid waste is collected but not thoroughly treated, the situation of littering solid waste into the environment still exists, the landfill in Nam N'Jang area is sometimes overloaded and polluted. Meanwhile, the solutions require synchronization from land use planning, construction, and a strong garbage collection and treatment unit.

According to Mr. Le Xuan Thuan - Chairman of Truong Xuan Commune People's Committee, the environment is at the top of the list of difficulties in implementing the NTM criteria. Recently, the locality has strengthened its management role by signing a new contract with a more capable unit for collecting and treating domestic solid waste. Truong Xuan strives to achieve a domestic solid waste collection rate of 55% or more by 2030, and a population rate of 96% or more using clean water.

Not only in Truong Xuan, many localities in the western region of the province, the violation of environmental regulations by production and business establishments is also considered a difficulty by the commune level. Nhan Co commune has basically met 19/19 criteria, but improving and sustainably achieving this criterion is still difficult. Although there have been many solutions, in recent years, environmental pollution has not been detected, handled or reported in a timely manner. The commune believes that part of the reason is that the majority of land officials in the commune have expertise in land management, lacking skills in handling violations in the environmental field, while the system of legal documents is constantly updated and changed.

Many communes have not achieved

Through a preliminary survey, due to difficulties, many contents, and inadequate potential, many communes in the West such as Ta Dung, Quang Tan, Quang Hoa, Quang Khe, Quang Son, Tuy Duc have not yet met the environmental and food safety criteria. Communes in the Southeast of the province such as Tuy Phong, Phan Ri Cua, Dong Giang, La Da, or the central area of ​​the province such as Cat Tien 2, Cat Tien 3, Dam Rong have not yet reached the target of criterion 17.

According to the Provincial New Rural Area Coordination Office (Department of Agriculture and Environment), the movement to build new rural areas in some localities has not paid much attention to the work of sustainably maintaining results and improving the quality of new rural criteria after reaching the standards, including environmental criteria, green Sunday, and environmental protection in some localities. Communes need to have appropriate plans and more effective solutions to achieve environmental criteria in the coming period.
