On November 14, Deputy Head of the Permanent Mission of Vietnam in Geneva, Minister Counselor Pham Quang Huy chaired a working session and information exchange on the Global Trade Alert (GTA) tool with the Department of Trade Defense, Ministry of Industry and Trade , in coordination with the representative of the St. Gallen Foundation, Mr. Andrey Eydlin - Director of the Capacities for Trade Policies (C4TP) program.
Speaking at the working session, Mr. Pham Quang Huy assessed that GTA is a useful tool, helping policy-making agencies promptly monitor trade and industrial policy movements from partners.
He said that in the context of the current rapidly changing global economy , access to high-quality, reliable data sources and in-depth analysis plays an important role in helping Vietnam improve its early warning capacity and proactively respond to trade risks, especially in the field of trade defense.
In recent times, the Permanent Mission of Vietnam in Geneva has cooperated very closely with the St. Gallen Foundation in activities to strengthen policy analysis capacity and expects the Foundation to continue to coordinate more deeply with domestic agencies in using data, building analytical capacity and supporting early warning.
Mr. Andrey Eydlin then gave an overview of the fund, as well as the initiatives developed by the fund, including GTA and other in-depth analytical data tools such as Trade Defense Monitor, Import Dynamics.
GTA is an independent platform that synthesizes trade policies of more than 60 countries on trade in goods, services, foreign direct investment (FDI), and labor based on official information sources, monitors more than 60 types of policy instruments (such as taxes, tariffs, bans, quotas, tariff quotas, subsidies, public procurement, localization measures, trade defense, etc.), and provides reports in the following areas: policies, affected industries and products, affected trading partners, etc.).
In the field of trade defense, Mr. Andrey said that GTA is capable of providing real-time information on trade defense actions of the Group of 20 ( G20 ) leading developed and emerging economies, alerting relevant agencies according to the investigating country, country of origin, product and sued enterprise - a very useful source of information for Vietnam to early identify risks to exports.
GTA also provides input to the assessment of the case through data from trade defense investigations in other markets involving the same company, review of subsidy programs for analysis, monitoring of recent trade trends of the product for injury analysis...).
Participating online at the working session, Deputy Director of the Trade Defense Department, Mr. Chu Thang Trung highly appreciated the useful information provided by the St. Gallen Foundation and said that the Trade Defense Department is also exploiting data on the GTA website.
Mr. Chu Thang Trung also raised some comments and questions related to the operation of GTA and the fund's support plan for relevant agencies in Vietnam. In response, the representative of the St. Gallen Fund said that this unit is ready to support access and organize training and instructions on using tools to monitor measures affecting Vietnam's exports; organize workshops on reviewing trade policies, industrial policies, digital trade...; provide specialized analysis reports upon request, such as analysis of opportunities and challenges for Vietnam's exports.
The St. Gallen Foundation, established in 2020, is a non-profit organization that promotes prosperity through trade with key initiatives including GTA; Digital Policy Alert (monitoring regulations and developments in digital policies related to artificial intelligence, data regulations, competition, tax, content censorship, etc.); the C4TP program funded by the Swiss Government to enhance trade policy capacity for developing countries, of which Vietnam is a priority partner; NIPO (New Industrial Policy Observatory) - a database on industrial policies.
