Modern and sustainable rural transformation
Located in the southeast of the province, the new Ham Liem commune was established on the basis of merging two communes: the old Ham Liem and Ham Chinh. With a large area and much room for development, the locality is making efforts to maintain and improve the standards of the new rural criteria, while promoting the construction of an advanced new rural commune. Before the merger, the old Ham Liem commune had met the advanced new rural standards, and Ham Chinh had met the new rural standards. From that foundation, the new rural construction movement continued to be strongly promoted, creating a new look for this rural area. In recent times, with the State's support capital, the commune has mobilized people to contribute more than 23.4 billion VND out of a total resource of more than 84 billion VND to patch 4 km of roads and concretize nearly 39 km of rural traffic. The flower roads with brilliant yellow and purple colors, along with rows of green star apple trees along the irrigation canals are vivid proof of the spirit of solidarity and joining hands to build the homeland of the people of Ham Liem.
Mr. Pham Dinh Vuong - Vice Chairman of Ham Liem Commune People's Committee said: The commune is focusing on maintaining and improving the achieved NTM criteria, at the same time transforming the crop and livestock structure in a direction suitable to market demand. The locality proactively attracts investment projects in the field of high-tech agriculture, associated with processing and preserving agricultural products after harvest. As a purely agricultural locality, Ham Liem identifies agriculture as the mainstay of economic development. The commune promotes mechanization, applies technical advances, and transforms the crop structure towards sustainable commodity production, focusing on two main crops: rice and dragon fruit. Many high-quality rice varieties such as OM18, Dai Thom, ST24, ST25 are put into production in the direction of organic SRI, helping to increase productivity. Dragon fruit is the main crop, the whole commune currently has more than 1,220 hectares of dragon fruit, of which more than 233 hectares meet VietGAP standards and 13 hectares meet GlobalGAP standards. Safe production models, applying high technology associated with consumption linkages are being replicated. A typical example is Thuan Tien Dragon Fruit Cooperative with 20 hectares meeting VietGAP and GlobalGAP standards and linking with 5 other cooperatives to purchase more than 300 hectares of dragon fruit, contributing to stabilizing output for farmers.

According to Mr. Vuong, the commune has identified rice, dragon fruit and some fruit trees as key products to focus on building value chains, while also focusing on developing and registering OCOP product brands. Strengthening links in production and consumption of agricultural products, attracting businesses to invest in the processing sector, especially deep processing, will help local products gain a stronger foothold in the domestic and export markets. At the same time, the locality is oriented to expand the development of community tourism services, in which the locality is researching the exploitation of the night economy in the Bau Cay Bong area. This is considered a new highlight, contributing to the development of cultural economy and diversifying livelihoods for local people.

After completing the arrangement and merger of administrative units, localities in the province quickly stabilized their organizations, advised competent authorities to issue regulations, directives and necessary instructions to promptly implement programs and plans suitable to the new situation. The emulation movement to build new rural areas at the grassroots level continued to be maintained and strongly developed.
According to the People's Committee of Lam Dong province, after the merger, the whole province has reviewed and re-determined the current status of meeting NTM standards based on the guidance of the Ministry of Agriculture and Environment. Currently, the whole province has 124 communes, wards, and special zones, of which 103 communes are subject to the program. Through the initial review, 80 out of 103 communes meet NTM standards, accounting for nearly 78%, of which 3 communes meet advanced NTM standards and 1 commune meets model NTM standards. For the subgroup of communes implementing the program in the period 2026 - 2035, of which group 1 communes include 8 communes, group 2 communes include 71 communes, group 3 communes include 24 communes, and of these, it is preliminarily determined that 9 communes are poor.

On that basis, the province has identified four key directions for the orientation of building new rural areas in the coming period. Firstly, in line with the two-level local government model, in which the provincial level plays a coordinating role, while the commune level becomes the implementation center, replacing the previous intermediary role of the district level. Secondly, shifting the focus from infrastructure construction to comprehensive, substantive and sustainable development, aiming to improve the quality of life of rural people. Thirdly, linking the new rural construction program with digital transformation, green economy, circular economy; developing ecological agriculture, smart countryside and civilized farmer models. Finally, strengthening democracy at the grassroots level, promoting the role of community self-management, transparency in organization, implementation and use of resources.
With a synchronous strategy from mechanism to action, Lam Dong is starting a new development journey, creating a solid foundation for building modern, sustainable countryside, improving the quality of life for people.
While waiting for the Central Government to approve the set of criteria for the 2026 - 2035 period, Lam Dong province has set specific targets for each period. Specifically, by 2030, at least 42 communes will be recognized as meeting the NTM standards, accounting for about 40% of the total number of communes, including 8 communes in group 1, 26 communes in group 2 and 8 communes in group 3. In addition, at least 4 communes will meet the modern NTM standards, including 2 communes in group 1 and 2 communes in group 2, and at least 9 communes will escape poverty.
