Accompanying businesses and employees to implement insurance policies

For 3 days, from November 11 to 13, the City Social Insurance (SSI) organized a series of conferences to disseminate and advise on social insurance, health insurance (HI), and unemployment insurance (UI) policies for more than 350 businesses in the area. This is an annual, practical activity to help employees better understand their rights when participating in insurance; at the same time, help businesses grasp their obligations and responsibilities in implementing legal policies related to social security.

Widely disseminate new regulations and expand policy understanding

With the goal of helping the teams in charge of salaries, insurance, human resources... of enterprises update and improve their knowledge, the reporters of the City Social Insurance focused on introducing and carefully analyzing the key contents of the Social Insurance Law No. 41/2024/QH15, the Law amending and supplementing a number of articles of the Health Insurance Law No. 51/2024/QH15 and Decree No. 274/2025/ND-CP dated October 16, 2025.

Accordingly, the Social Insurance Law 2024 has created a three-tier legal framework for insurance (including social pension benefits; compulsory and voluntary social insurance; supplementary pension insurance) to expand coverage and increase the sustainability of the system. The law also expands the subjects of participation, clearly stipulates the formation of a National Insurance Database, and unifies information management between the fields of social insurance, health insurance, and unemployment insurance.

In particular, the law strengthens the rights and responsibilities of participants, employers and social insurance agencies; adds prohibited acts such as fraud, fund appropriation, or illegal use of insurance data to protect transparency and fairness in policy implementation and people's rights.

In the context that the Party and State are promoting administrative reform, digital transformation and perfecting the social security system, strictly complying with the provisions of the law on social insurance, health insurance and unemployment insurance is not only a legal obligation of units and enterprises but also a manifestation of social responsibility - sharing and accompanying the State in protecting the rights of workers, aiming at the goal of all workers having a solid social security foundation.

Regarding the Law amending and supplementing a number of articles of the Law on Health Insurance, the law adds the concept of "reference level" as a basis for calculating the contribution level and the benefit level of health insurance. The contribution level is determined by the percentage of salary used as the basis for social insurance contribution, pension, allowance or reference level, ensuring more flexibility and fairness between target groups. In addition, the law also adjusts the revenue allocation rate, increasing the proportion of expenditure for medical examination and treatment activities to 92% and reducing the portion for the reserve fund, thereby enhancing direct service to participants.

At the conference, businesses were also given specific instructions on the rights and obligations of employees and employers, as well as sanctions for violations, such as non-participation, late payment, and evasion of social insurance, health insurance, and unemployment insurance. In particular, Decree No. 274/2025/ND-CP of the Government is considered an important step forward in tightening discipline, ensuring the rights of employees, and contributing to perfecting the legal framework for implementing the Social Insurance Law 2024.

Ms. Hoang Thi Dung, an accountant at a garment company in Da Nang, shared: “I have just been assigned to be in charge of the payroll department, so I still have many things I do not understand clearly about the current regulations of the social insurance and health insurance policies, especially the new points that are about to be implemented. Through the conference organized by the city's social insurance agency, I was updated more fully on the rights and obligations of employees as well as the responsibilities of the unit in performing the obligation to contribute and receive. The specific and easy-to-understand instructions help me gain more knowledge to advise the business leaders and ensure the rights of employees at the unit.”

The city's Social Insurance also spends time guiding the installation and use of the VssID application - Social Insurance number and online public services, helping businesses and employees conveniently look up, submit documents, and monitor the participation and benefit process in a transparent and accurate manner.

Currently, the entire social insurance industry is promoting digital transformation. The use of personal identification numbers or citizen identification cards (CCCD) to replace social insurance codes, along with electronic health insurance card images on the VssID, VNeID or chip-embedded CCCD applications when going to the hospital for medical examination and treatment is attracting the attention of many workers.

“In reality, many workers are still confused when using applications such as VssID or VNeID for medical examination and treatment or do not clearly understand the meaning of using CCCD instead of social insurance code. Therefore, propaganda, guidance and updating knowledge about digital transformation in the field of social insurance is extremely necessary. This not only helps businesses reduce manual workload but also makes it easier to manage records, look up information and fulfill insurance payment and benefit obligations in accordance with regulations,” said Ms. Nguyen Thi Trang, Deputy Head of Human Resources Department of Nguyen Dung Trading Joint Stock Company.

According to the assessment of many units, thanks to the application of technology, the process of managing records, comparing data, and confirming policies becomes faster and more accurate. When data systems between social insurance, businesses and employees are connected and automatically shared, the efficiency of human resource management and transparency in policy implementation are significantly improved.

Understand correctly, do correctly so that workers have a solid social security foundation.

According to Mr. Huynh Van Ty, Deputy Chief of the City Social Insurance Office, the Law on Social Insurance and Health Insurance are two pillars of the social security system, directly affecting the rights of millions of workers and the obligations of employers. When the Law on Social Insurance 2024 comes into effect with many new breakthrough policies, updating, understanding and properly implementing the regulations is extremely necessary.

In fact, through the review, there are still a number of enterprises that have not participated or have not fully participated in compulsory social insurance and health insurance for employees who are required to participate. The Social Insurance Agency has proactively coordinated with relevant units to propagate and mobilize, and at the same time guide and support enterprises to complete their records, promptly register to fully participate in social insurance, health insurance and unemployment insurance for all employees, in order to ensure the legitimate rights of employees and comply with legal regulations.

Based on the Social Insurance Law 2024 and the Law amending and supplementing a number of articles of the Health Insurance Law recently passed by the National Assembly , along with Decree No. 274/2025/ND-CP of the Government guiding its implementation, organizing training courses and direct dialogues is considered a timely step, helping units and enterprises quickly update and correctly apply new regulations in practice. In addition, consultation and Q&A sessions between the Social Insurance agency and enterprises become an important bridge, not only to resolve problems and difficulties but also to contribute to raising awareness and facilitating the implementation of social security policies, towards the goal of sustainable development and universal coverage of social insurance and health insurance in the coming time.

Mr. Pham Quoc Khanh, Deputy Director of Da Nang City Social Insurance, said that in recent times, the city's Social Insurance has made efforts to implement many solutions to reform administrative procedures, increase the application of information technology, improve service quality, and aim at the satisfaction of people and businesses. However, there are still some units that have not fully participated in compulsory social insurance and health insurance for employees.

“We hope that businesses will proactively coordinate closely, complete their documents, and register to participate as soon as possible in accordance with regulations. On the part of the Social Insurance Agency, we pledge to accompany, provide specific guidance, and create the most favorable conditions for businesses to properly, fully, and promptly implement the provisions of the law. With the synchronous coordination between the Social Insurance Agency, the business community, and the close direction of all levels and sectors, the goal of all workers being protected, cared for, and guaranteed social security throughout their working lives will gradually be realized,” Mr. Khanh emphasized.
