Human resources are the "golden key" in development strategy.
In the context of technology, automation and digital transformation strongly impacting manufacturing industries, Phu Tho identifies human resources as a core factor in socio-economic development orientation.
Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Phu Tho province, said that the province identifies high-quality human resources as the "golden key" to rapid and sustainable development.
According to Mr. Tran Duy Dong, the key industries that the province is orienting for development include: electronics industry, information technology, mechanical engineering, automation and logistics. In these fields, the requirements for vocational skills, technological level and working style are increasingly high.
Provincial leaders set a goal that by 2030, Phu Tho will strive to have a highly skilled workforce capable of mastering new technology and having the capacity to participate in the global value chain in key areas.
The Chairman of the Provincial People's Committee said that to achieve that goal, the province needs to change its training mindset. According to him, it is necessary to shift from "training according to existing capacity" to training according to market needs, from fragmented training to building an open human resource ecosystem, with connectivity and cooperation between entities.
"Building high-quality human resources is a strategic task, requiring the synchronous participation of the entire political system, businesses and people," Mr. Tran Duy Dong emphasized.
Has labor advantage but needs to overcome limitations
Vice Chairman of the Provincial People's Committee Nguyen Khac Hieu said that after the administrative unit arrangement, Phu Tho has a favorable location and a traffic infrastructure system well connected with Hanoi and the Northwestern provinces.
Phu Tho currently has more than 2 million people of working age, accounting for about 52% of the province's population. In the province, there are more than 700,000 workers working in about 24,000 enterprises.
The province has 5 universities and 49 vocational training institutions. By 2025, the training scale will reach more than 86,800 people. In the first 10 months of 2025, the whole province has created jobs for nearly 51,000 workers, reaching 99.8% of the yearly plan. However, provincial leaders said that the process of human resource development still has some shortcomings.
Specifically, the network of training facilities is not distributed reasonably and does not closely follow the needs of businesses; the connection between schools and businesses in human resource training is still limited.
Meanwhile, some businesses report difficulties in recruiting workers with appropriate vocational skills, professional qualifications or labor discipline.
On the other hand, the labor competition is getting bigger and bigger, while the welfare policies of some enterprises are not enough to attract workers. Housing for workers is still lacking, and living standards in some industrial zones are not fully met.
The system of enterprises providing employment services, labor leasing and employment service centers has been established, but the efficiency of supply and market connection is still limited.
Some of the province's own policies such as developing workers' housing and public utilities have been implemented but have not yet met actual needs.

Faced with that reality, Phu Tho province has deployed the construction of a human resource ecosystem with the participation of the government, training institutions, businesses and workers.
Provincial leaders said they will continue to improve human resource development policies associated with digital transformation. At the same time, the province will expand labor data and develop digital platforms for the job market.
The province aims to ensure living, working and studying conditions for workers; prioritize investment in social housing, worker housing, development of essential infrastructure, means of transport to serve workers and living services.
One of the solutions implemented is the official launch of Phu Tho Job Portal - a digital platform connecting businesses, training facilities, job service centers and workers.
According to the province, the Job Portal is a tool to collect labor market information, connect recruitment and forecast human resource needs.
In addition, the province is developing a human resource development project for the 2025-2030 period, with a vision to 2045, with the following tasks: Standardizing vocational training programs; Developing high-quality human resources; Training foreign languages and digital skills; Strengthening training and business linkages; Adjusting training content according to market needs.
Chairman of the Provincial People's Committee Tran Duy Dong said that the province will link training with practical requirements of businesses, prioritizing training for key industries.
The province has shifted from traditional training methods to training according to the actual recruitment needs of businesses, following the principle of "training what businesses need".
Chairman of the Provincial People's Committee Tran Duy Dong regularly organizes dialogues with businesses, answering recommendations related to human resources and training.
The President has asked departments and branches to take more drastic actions in organizing the implementation of human resource policies.
Training institutions, enterprises and state management agencies are required to coordinate closely and unify training and labor use goals.
Chairman of the People's Committee Tran Duy Dong called on businesses to accompany him in training and recruitment; teachers to continue to innovate teaching methods; and students to proactively improve their professional skills and personal capacity.
According to the socio-economic report for the first 11 months of 2025, the province organized 42 job fairs, providing consultation to nearly 30,000 workers. In total, the province has created jobs for more than 59,000 people, reaching 115.8% of the yearly plan. Of which, 6,900 people went to work abroad under contract; 501 workers were supported to work abroad.
Regarding social security, the province supports housing for more than 2,100 households with a total cost of more than 58 billion VND. More than 15,000 meritorious people will be cared for in 2025.
Regarding science and technology, the province has implemented 91 research tasks and maintained the operation of 148 community digital technology groups. The province has organized dozens of training courses on digital transformation for more than 13,500 officials, civil servants and public employees. The online technology and equipment exchange (VPTEX) has more than 2,200 registered businesses.
