Accordingly, the People's Committee of Dong Nai province approved the investor to prepare the proposal for the Long Hung bridge project (Dong Nai 2 bridge) as a joint venture of Construction Corporation No. 1 (CC1) - Southern Infrastructure and Energy Joint Stock Company.

The investor is responsible for arranging the cost of preparing the project investment proposal and bears all risks in case the project investment proposal is not approved. Regarding the time, the investor is required to submit the project proposal before December 7.

The Department of Finance of Dong Nai province is assigned to preside over and coordinate with relevant units to organize the appraisal of project investment proposal documents, advise the Provincial People's Committee to submit to competent authorities to decide on investment policies according to the provisions of law on PPP.

The consortium of investors is responsible for the content of the project proposal, coordinating with the Provincial Construction Investment Project Management Board to receive the documents under study. At the same time, proactively coordinate with relevant departments, branches and localities to complete the project investment proposal documents.

In which, evaluate and compare project contract forms to report to competent authorities for decision, as a basis for calculating total project investment.

The investor shall prepare a schedule of work to be performed, implementation time, responsibilities of units, legal basis, and send the project investment proposal dossier, along with the schedule of implementation, to the Dong Nai Province Construction Investment Project Management Board before December 7.

Dong Nai 2 Bridge Project has a bridge and approach road with a total length of 11.8km. The starting point of the project intersects with Ho Chi Minh City Ring Road 3 at Go Cong intersection in Long Phuoc Ward, Ho Chi Minh City. The end point intersects with National Highway 51 in Tam Phuoc Ward, Dong Nai Province.

According to previous preliminary research, the total investment of the project is expected to be about 11,758 billion VND, including site clearance costs.

Dong Nai 2 Bridge, Phu My 2 Bridge and Cat Lai Bridge are being urgently prepared to start construction soon.

At the meeting in October 2025, leaders of Ho Chi Minh City and Dong Nai identified Cat Lai Bridge, Long Hung Bridge (Dong Nai 2 Bridge) and Phu My 2 Bridge as urgent projects that need to be implemented soon to serve the connection and exploitation of Long Thanh Airport. The two localities agreed to focus on speeding up the progress to start construction of these projects in the fourth quarter of 2025 or at the latest in the first quarter of 2026.

After the meeting, the progress of projects connecting the two localities is progressing very quickly. Specifically, Dong Nai province has also assigned Construction Corporation No. 1 (CC1) as the investor to prepare a proposal for the Cat Lai bridge project.

Meanwhile, on December 2, the Ho Chi Minh City Department of Construction also proposed to the City People's Committee to build Phu My 2 Bridge under the urgent mechanism of Decree 257/2025 of the Government detailing the implementation of projects under the type of build-transfer contract. When applying this mechanism, the project will shorten the implementation time by about 1 year.
