Quang Ninh province is determined to continue to comprehensively improve and make even stronger breakthroughs in the construction of transportation infrastructure, focusing resources on completing key projects in the 2026-2030 period, such as: the Northwest coastal road of Cua Luc Bay - Troi 2 Bridge - Love Bridge; the coastal road extending from Tran Quoc Nghien Street - Binh Minh Bridge - Bang Bridge; the Northern coastal road of Cua Luc Bay extending to the access road to Binh Minh Bridge; and the construction of transportation infrastructure and socio-economic infrastructure in the Van Don special economic zone…

To gradually fulfill the criteria for becoming a centrally-governed city, right from the beginning of the new term 2025-2030, Quang Ninh has urgently reviewed and directed the implementation of procedures to commence infrastructure projects, especially transportation infrastructure connecting the region and within the region, creating connectivity between urban areas and economic development zones.
For example, Quang Ninh province has agreed on the investment in two key transportation projects aimed at expanding urban space and creating momentum for attracting investment and developing the new urban area in the northern part of Cua Luc Bay. These are two coastal roads: the coastal road extending from Tran Quoc Nghien Street (near pillar P4 of Bai Chay Bridge) through Binh Minh Bridge to Bang Bridge; and the northwestern coastal road of Cua Luc Bay connecting from Troi 2 Bridge through Tinh Yeu Bridge and linking to National Highway 279. The total investment for the two projects is over 5,400 billion VND, funded by the provincial budget and to be implemented in the period 2025-2028. The Project Management Board for Investment and Construction in Area I has already signed consulting contracts and is conducting surveys and preparing investment projects.
It is expected that, upon completion and commissioning, these two coastal roads will not only contribute to the completion of the transportation infrastructure system but also enhance the landscape value, create momentum for urban development, help attract investment, and concretize the central region planning of Quang Ninh province approved by the Prime Minister .
Recognizing the importance of the two projects for the transportation and urban development of Quang Ninh province, contributing to the realization of the goal of becoming a centrally-governed city, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, emphasized that the implementation of these two projects aims to gradually complete a synchronous and modern transportation infrastructure system to expand the province's urban space, create momentum to attract investment in the development of new urban areas in the northern part of Cua Luc Bay, and rationally exploit the potential and advantages of land, promoting socio-economic development and strengthening national defense and security. The Provincial Party Secretary requested relevant units and wards to urgently complete investment procedures and focus on accelerating the investment progress of the two projects.
Quang Ninh is highly determined to become a centrally-governed city before 2030. Along with expanding urban space and creating more development opportunities, such as implementing projects in the northern part of Cua Luc Bay, the province has also allocated 2,300 billion VND to upgrade existing urban areas and residential zones in communes, wards, and special zones, as well as building recreational areas and community cultural centers to serve the people. These projects and policies aimed at improving the criteria and indicators for becoming a city have received strong support and approval from the people throughout the province.
