Shaping new development spaces
The year 2025 will be a memorable milestone for the Party Committee, government, and people of Duc Linh commune as the new commune is formed on the basis of merging Nam Chinh commune, Vu Hoa commune, and Vo Xu town from the former Duc Linh district, Binh Thuan province.
Prior to the merger, Nam Chinh and Vu Hoa communes had already achieved advanced new rural standards – an important foundation for Duc Linh to quickly stabilize and develop comprehensively in the new phase.

According to the People's Committee of Duc Linh commune, the first thing the commune focused on after the merger was reviewing the entire planning. This is considered a "reorganization" step to provide the locality with a foundation for long-term development, avoid overlaps, and create favorable conditions for people and businesses.
The commune's master plan, based on the three former administrative units, was quickly finalized, providing a more unified overall view of the commune's development space. The waste recycling and treatment complex in Nam Chinh, the parent chicken breeding farm in Vu Hoa, and several other important plans in the area continue to be maintained and supplemented.
In addition, the Ham Soi - Vo Xu industrial cluster has had its infrastructure improved, creating favorable conditions to attract businesses and expand local job opportunities for the people.
These guidelines not only serve production but also help localities attract investment and form more distinct economic zones in the future.

Walking through the villages of Duc Linh today, it's easy to see the newly completed roads, making travel more convenient for the people.
In 2025, the commune will implement 23 rural transportation projects with a total budget of over 1.7 billion VND. Although not large-scale projects, they bring about practical changes: children can go to school more safely, agricultural products can be transported more easily, and people can invest in production with peace of mind. Notably, the project to expand the clean water supply pipeline system, spanning over 100 km, is nearing completion.
When completed, the project will address the issue of clean water supply for the Vo Xu and Vu Hoa areas – something the residents have been hoping for for many years.

Caring for people's lives
In its efforts to build new rural areas, Duc Linh commune has paid special attention to restructuring agriculture . By 2025, the commune focused on producing nearly 1,000 hectares of high-quality rice and over 1,000 hectares of glutinous rice through partnerships with businesses, helping farmers feel secure in their cultivation and stabilize their income. Many households have also boldly converted 157 hectares of rice land to grow watermelons, sweet potatoes, peanuts, corn, etc.
These models are proving highly effective, with sweet potatoes yielding over 100 million VND/ha and watermelons reaching 50-70 million VND per harvest.
In schools, the quality of education continues to be maintained at a stable level. Duc Linh has achieved level 3 universal education at the primary and secondary levels – the highest level currently. In the healthcare sector, the Southern Binh Thuan Regional General Hospital has examined and treated over 200,000 patients this year. The rate of people participating in health insurance reached nearly 98%.
Following the merger, the commune proactively diversified livelihoods and developed poverty reduction models. In addition, thanks to the acceleration of digital transformation, approximately 90% of administrative procedures in the commune will be processed online by 2025. Political security and social order have been maintained and stabilized, preventing the formation of hotspots.
According to the People's Committee of Duc Linh commune, despite achieving many positive results, Duc Linh still faces numerous difficulties, due to limited investment resources and the fact that OCOP products have not yet fully exploited their strengths.
Upon review, at the end of 2025, the number of poor households in the commune was 110 households/330 people (accounting for 0.97%) and near-poor households was 135 households/431 people (accounting for 1.19%), with a multidimensional poverty rate of 2.16%.
The high proportion of poor and near-poor households with no working capacity makes it difficult to implement vocational training support, job placement, loan assistance, livelihood diversification, and poverty reduction model development.

In 2026, the commune will continue to implement national target programs, focusing on building a modern, comprehensive, and sustainable rural area linked to a multi-value agricultural economy, digital transformation, and green economic development.
To improve the material and spiritual lives of the people; to build a synchronized and progressively modern socio-economic infrastructure, ensuring environmental protection, preserving traditional cultural identity, adapting to climate change, and achieving sustainable development.
At the same time, we will continue to implement the sustainable poverty reduction program, striving to reduce the multidimensional poverty rate in the commune by 1-1.5% (to 1.16%) by the end of 2026.
Continue to mobilize resources to complete the criteria for advanced new rural areas, accelerate administrative reform and digital transformation, develop agriculture combined with rural tourism, protect the environment, and build a new cultural life.
It is evident that the New Rural Development program has been bringing about positive and comprehensive changes to Duc Linh, from development planning, transportation infrastructure, agricultural production to education, health and social welfare.
Despite facing many challenges, with the right direction and the unity of the government and people, Duc Linh is gradually asserting its position as a modern, sustainable new rural area, with the quality of life for its people constantly improving.
