Proposal to build an expressway 'up the mountains and down to the sea' connecting the South Central Coast - Central Highlands region

The Trung Nam Group - Indel Corp - Trung Nam E&C joint venture has just sent a document to the Prime Minister, proposing to invest in the Gia Nghia - Bao Loc - Phan Thiet expressway project under the (PPP) method.

According to the proposal, the project has a total investment of approximately 36,340 billion VND, with a length of over 140 km, a scale of 4 lanes, a design speed of 100-120 km/h, connecting key tourism and economic centers of the South Central and Central Highlands regions. The route is envisioned to become Vietnam's first scenic expressway, connecting tourism from the coast to the highlands.

After researching and analyzing economic and technical factors, the consortium of investors proposed the project, arguing that the Central Highlands region's economy still faces many difficulties and the potential for capital recovery is low. Therefore, they proposed a plan where the investors raise 30% (equivalent to over 10,900 billion VND) and the state budget supports 70% (equivalent to over 25,400 billion VND).

The Trung Nam Group - Indel Corp - Trung Nam E&C consortium is committed to allocating resources and selecting a leading consulting firm to prepare the pre-feasibility and feasibility study reports, which will be submitted to the competent authorities for review and approval in accordance with regulations.

The consortium of investors proposing the project also requested the Prime Minister to add the Gia Nghia – Bao Loc – Phan Thiet expressway to the National Expressway Network Planning for the period 2021-2030, with a vision to 2050, and to allow investment implementation in the period 2026-2030. The Gia Nghia - Bao Loc - Phan Thiet expressway will have its starting point connecting to the Vinh Hao - Phan Thiet expressway, with a branch into the center of Phan Thiet city, and its end point intersecting with the Buon Ma Thuot – Gia Nghia expressway (according to the plan), connecting to the center of Gia Nghia via National Highway 14.

Upon completion, the route will significantly shorten travel time between the coastal and highland areas, alleviate traffic congestion on National Highways 20 and 28, and enhance connectivity with existing major expressways such as Dau Giay - Lien Khuong and Vinh Hao - Phan Thiet. The project's highlight lies not only in its role as a transportation infrastructure but also in its development as a "scenic expressway"—a model adopted by many countries to integrate transportation with tourism , scenic views, and ecological services.

Accordingly, scenic rest stops, service centers, and connecting routes between tourist areas and eco-cities could be developed along the expressway. This integrated experiential space will create new attractions for tourism in Binh Thuan, Lam Dong, and Dak Nong provinces – localities with abundant natural resources but lacking integrated infrastructure.

The Lam Dong Provincial People's Committee announced that the locality has agreed in principle to implement the project under the public-private partnership (PPP) model to leverage social resources and reduce pressure on the budget. Previously, on June 9, 2025, the province worked with leaders of the Ministry of Construction and agreed in principle to add the project to the National Road Infrastructure Planning for the period 2021-2030, with a vision to 2050. On October 14, 2025, the province held another meeting to add the project to the provincial planning, while also preparing a plan for allocating capital and land for early implementation once approved by the Government.

Currently, the project is under consideration by the Government for implementation in the period 2026-2030. With the orientation of developing a scenic expressway and inter-regional tourism corridor, the Gia Nghia - Bao Loc - Phan Thiet route is expected to become one of the new connecting symbols of the South Central and Central Highlands regions in the next decade.
