
In the draft Political Report submitted to the 14th Congress, our Party emphasized the task of "building and developing Vietnamese culture and people comprehensively; building a civilized lifestyle, protecting the ecological environment, ensuring harmony between economic development, culture, society and nature". This is a very correct orientation, demonstrating a vision of sustainable development.
As a party member in charge of Front work in residential groups, I propose that this section should include more specific mechanisms to promote the role of the residential community in implementing cultural, urban order and environmental goals.
At the grassroots level, movements such as "Civilized Neighborhood Group", "Green Sunday" or "Safe, Clean and Beautiful Residential Area" are only sustainable when people directly participate in discussing, monitoring and benefiting.
Therefore, it is necessary to more clearly institutionalize the motto "people know, people discuss, people do, people check, people supervise, people benefit" in each self-management activity; assign specific rights and responsibilities to the Front and mass organizations in monitoring the environment and urban order.
When the community is properly mobilized, people's power will become a solid foundation for the goal of sustainable urban and cultural development set forth in the Draft.
