Prime Minister Pham Minh Chinh chaired a meeting to promote railway projects.

Also attending the Conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Ministers, leaders of ministries, branches, members of the Steering Committee; Chairmen of People's Committees of provinces and cities with railway projects passing through.

Opening the meeting, Prime Minister Pham Minh Chinh said that railway development is one of the contents identified in the Resolution of the 13th National Party Congress. The Politburo issued Conclusion 49-KL/TW on the orientation for the development of Vietnam's railway transport until 2030, with a vision to 2045.

The Government has submitted to the National Assembly for approval Resolutions on investment policy for the North-South high-speed railway project; piloting specific mechanisms for urban railways in Hanoi and Ho Chi Minh City. The Government has issued resolutions to implement resolutions of the Central Committee, the Politburo, and the National Assembly.

The Prime Minister requested that at the meeting, the Steering Committee focus on reviewing and examining the implementation of tasks, especially the tasks set out by the Steering Committee at the 3rd meeting; the results achieved, difficulties, limitations, and obstacles that need to be resolved, especially institutional obstacles to be promptly submitted to the National Assembly for consideration and supplementation; solutions to promote the implementation of the Lao Cai - Hanoi - Hai Phong standard railway project to start construction as planned on December 19. The Steering Committee reviewed and examined the site clearance work for the North - South high-speed railway in localities, proposed tasks and solutions to implement works and projects in the railway sector in the remaining months of 2025 and the coming time.

According to the Ministry of Construction, since the 3rd meeting of the Steering Committee on July 9, the Prime Minister and Deputy Prime Ministers have chaired many meetings; issued nearly 20 documents directing issues related to key works and important national projects in the railway sector. In particular, ministries, branches and localities have been assigned 39 tasks, focusing on removing difficulties and obstacles, speeding up procedures for investment preparation for projects.

To date, the agencies have completed 16 tasks to meet the requirements, including a number of important tasks. The Ministry of Agriculture and Environment has submitted to the Government a Decree detailing the implementation of a number of articles of the Forestry Law, including guidance on temporary use of forests and forest restoration for construction works.

The Ministry of Construction has submitted to the Government a Resolution of the Government implementing Resolution No. 188/2025/QH15 of the National Assembly on a specific mechanism for developing the urban railway network system in Hanoi and Ho Chi Minh City; submitted to the Prime Minister for approval the Project on training and developing human resources for Vietnam's railways; reported to the Prime Minister on criteria for selecting investors, forms of investment and construction, promulgated a set of common standards and regulations for high-speed railway projects on the North-South axis; reported to the Government Standing Committee on the development of specific mechanisms and policies related to the high-speed railway project on the North-South axis.

The Ministry of Science and Technology has submitted to the Government a Decree guiding the implementation of railway science and technology development. The Ministry of Industry and Trade has submitted to the Prime Minister a Project on railway industry development.

The Ministry of Finance has instructed localities on dividing the compensation, support and resettlement contents of the North-South High-Speed Railway Project into component projects; and guided the procedures for advance funding for project site clearance. Vietnam Electricity Group (EVN) has reported to the Prime Minister on the plan to relocate 110kV or higher power lines. Localities along the project route have started construction and started the project resettlement area on August 19 in response to the Prime Minister's direction.

In addition, agencies are actively and focused on implementing 10 tasks that are regular direction and management work; 8 tasks have not met the schedule but in reality need time because they are related to foreign partners or need time to implement; 5 tasks have not yet reached the deadline.
