Spreading President Ho Chi Minh's patriotic emulation ideology - Arousing innovation in the science and technology sector

At the conference to propagate President Ho Chi Minh's patriotic emulation ideology and training on emulation and reward work in 2025 organized by the Ministry of Science and Technology on the morning of October 23 in Lai Chau, Deputy Minister Bui Hoang Phuong, First Vice Chairman of the Emulation and Reward Council of the Ministry of Science and Technology emphasized: "Emulation is not only a slogan, but also an organizational method and driving force for development, closely linked between patriotism and creative action, contributing to spreading the spirit of innovation throughout the science and technology sector".

Deputy Minister Bui Hoang Phuong, First Vice Chairman of the Emulation and Reward Council of the Ministry of Science and Technology chaired the Conference. Also attending were Comrade Tong Thanh Hai, Member of the Provincial Party Committee, Permanent Vice Chairman of the Lai Chau Provincial People's Committee and nearly 120 delegates representing the leaders of the Departments of Science and Technology in the Northern mountainous region and units and enterprises under the Ministry of Science and Technology.

Arousing patriotism through practical emulation actions

Speaking at the opening of the Conference, Deputy Minister Bui Hoang Phuong emphasized that 2025 is a year of special significance, associated with many historical milestones of the country: the 50th anniversary of the Liberation of the South, the reunification of the country and the 80th anniversary of the founding of the country. For the science and technology sector, this is also the 66th anniversary of its founding, the 80th anniversary of the Post and Telecommunications sector and the First Patriotic Emulation Congress of the Ministry of Science and Technology.

Deputy Minister Bui Hoang Phuong said that the emulation movement across the country is spreading strongly through Resolution No. 57/NQ-CP of the Government and the "National emulation movement for innovation and digital transformation" launched by the Prime Minister . This is a large movement of strategic significance, arousing the creative spirit of the whole society, especially the intellectuals and science and technology staff.

The Deputy Minister affirmed that the team of cadres working on emulation and rewards of the Ministry and the Science and Technology sector plays a key role in both launching, spreading and honoring advanced models; and preserving and promoting the tradition of "When drinking water, remember its source" of the sector.

"President Ho Chi Minh 's patriotic emulation ideology is a priceless spiritual asset, a guiding principle for all our revolutionary movements. He taught: 'Emulation is patriotism, patriotism requires emulation.'" For him, emulation is not just a slogan but an organizational method and a driving force for development, linking patriotism with concrete actions," the Deputy Minister emphasized.

Rewards must be accurate, fair and timely.

Referring to the requirements for commendation work, Deputy Minister Bui Hoang Phuong requested accuracy - fairness - timeliness - impartiality, avoiding formality and sentimentality; if not done correctly, it will reduce the meaning of emulation and affect the trust of cadres, civil servants and workers.

Praising the efforts of collectives and individuals during the past time, the Deputy Minister highly appreciated the proactive, positive and timely proposal of rewards for units and individuals with outstanding achievements. The State-level reward work also achieved many outstanding results: the Ministry of Science and Technology was awarded the First Class Labor Medal; the Minister was awarded the First Class Fatherland Protection Medal.

Along with the achieved results, Deputy Minister Bui Hoang Phuong also pointed out a number of limitations that need to be overcome, such as the lengthy reward consideration process; many units of officials in charge of emulation work holding concurrent positions; incomplete records and achievement reports; and a lack of uniformity in the emulation and reward database.

In order for emulation and reward work in the coming time to go into depth and spread strongly, the Deputy Minister proposed focusing on implementing key tasks:

Fully grasp new legal regulations; build and put into operation a digital database on emulation and rewards in the first quarter of 2026; launch a substantial and effective emulation movement linked to professional tasks; seriously implement the work of considering the Ho Chi Minh Prize and the State Prize for Science and Technology (phase 7); perfect the operating regulations of emulation and reward councils, ensuring consistency and effectiveness.

Within the framework of the Conference, delegates listened to many presentations, shared experiences, and good models in implementing emulation movements associated with professional tasks; at the same time, new documents were disseminated, including: Law on Emulation and Commendation (Law No. 06/2022/QH15), Decree No. 152/2025/ND-CP of the Government and Circular No. 15/2025/TT-BNV of the Ministry of Home Affairs guiding the implementation of the Law on Emulation and Commendation.

The conference also spent time discussing, exchanging and resolving difficulties and problems in emulation and reward work at units.
