Ensuring national energy security and providing sufficient and stable electricity is an urgent requirement for development. Nuclear power is considered a stable source of electricity, playing an important role in ensuring energy security and meeting the requirements of energy transition towards clean, environmentally friendly, low-emissions.

The Prime Minister chaired the 3rd meeting of the Steering Committee for the construction of the nuclear power plant.

On the afternoon of October 22, 2025, Prime Minister Pham Minh Chinh , Head of the Steering Committee for the construction of nuclear power plants, chaired the third meeting of the Steering Committee. Attending the meeting were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; leaders of ministries, sectors, localities, and members of the Steering Committee.

In his opening remarks, Prime Minister Pham Minh Chinh stated that ensuring national energy security and providing sufficient and stable electricity supply is an urgent requirement for development. Practical experience shows that for every 1 percentage point increase in GDP, electricity consumption increases 1.5-2 times. Currently, the average electricity consumption capacity nationwide is 54,500 MW, with an annual growth rate of approximately 6,500 to 8,200 MW.

Furthermore, with the policy of attracting investment, developing high-tech industries, chip manufacturing, digital transformation, building and developing data centers, green transformation, increasing the use of electric vehicles, and building high-speed rail and urban rail systems, the demand for electricity will increase sharply.

Nuclear power is considered a stable power source, playing a crucial role in ensuring energy security and meeting the requirements for a clean, environmentally friendly, low-emission energy transition.

The Prime Minister stated that the Central Committee had passed a Resolution agreeing on the principle of restarting the Ninh Thuan nuclear power project and continuing research on the nuclear power program in Vietnam; the Politburo issued Resolution No. 70 dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045, continuing the principle of urgently implementing nuclear power projects with suitable partners, ensuring the highest interests of Vietnam, taking into account previous agreements, and putting them into operation in the period 2035-2045.

The Prime Minister has issued decisions to establish a Steering Committee for the construction of the nuclear power plant, directing the resolution of important inter-sectoral issues in the process of implementing the National Assembly's Resolution on continuing the investment policy for the Ninh Thuan nuclear power project.

The Prime Minister requested the Ministry of Industry and Trade and other agencies to report on the progress of developing and submitting for promulgation mechanisms and policies to institutionalize the Party's guidelines, improve the legal framework, and resolve difficulties and obstacles in existing laws; the progress of assigned tasks after the previous meeting, the results achieved, the unfulfilled tasks, clearly identifying obstacles, their causes, the responsibilities of each agency, and proposing further tasks and solutions.

The Prime Minister emphasized the spirit of "only discussing action, not retreating," high determination, great effort, decisive action, completing each task thoroughly, and assigning tasks with "six clear points": clear person, clear task, clear responsibility, clear time, clear results, and clear authority; promoting the sense of responsibility of the Steering Committee members and strengthening inspection, supervision, and monitoring.

The Prime Minister also instructed relevant agencies to promptly implement the assigned tasks to carry out the directives of General Secretary To Lam during his working visit to the Vietnam Atomic Energy Institute last September.

Negotiations for building nuclear power plants aim for "harmonious benefits and shared risks."

Faced with the demands of the new development era, at the end of 2024, the Central Committee of the Party and the National Assembly considered and agreed on the policy to restart the Ninh Thuan nuclear power project (now located in Khanh Hoa province). Immediately afterwards, the Prime Minister issued decisions to establish and strengthen the Steering Committee for the construction of the nuclear power plant.

At the meeting, delegates reported and discussed the progress in developing and enacting mechanisms and policies to institutionalize the Party's guidelines, improve the legal framework, and resolve difficulties and obstacles in laws; the progress in implementing assigned tasks after the previous session, the results achieved, the unfulfilled tasks, identifying obstacles, their causes, the responsibilities of which agencies, and proposing further tasks and solutions.

According to reports and opinions expressed at the meeting, and in implementing the conclusions of the second session of the Steering Committee, the ministries, agencies, and project investors have proactively and actively carried out the assigned tasks. The agencies have also actively exchanged information and negotiated with foreign partners.

Following the submission to the National Assembly of Resolution No. 189 dated February 19, 2025, on some special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project, the Government has issued a plan to implement Resolution No. 189 of the National Assembly.

The Prime Minister issued a document assigning the Vietnam Electricity Group (EVN) as the investor for nuclear power project 1, the Vietnam National Energy Industry Group (Petrovietnam) as the investor for nuclear power project 2; and the People's Committee of Ninh Thuan province (now Khanh Hoa province) to implement the resettlement and land clearance component of the projects. The nuclear power projects have been added to the National Power Development Plan VIII.

The Ministry of Science and Technology has finalized the Atomic Energy Law for submission to the National Assembly for promulgation and is currently developing decrees and circulars to guide its implementation. The Ministry of Education and Training has submitted to the Prime Minister for approval the Project on training and developing human resources to serve the development of nuclear power until 2035.

The Ministry of Finance is drafting a Government Resolution to separate the resettlement and land clearance aspects of nuclear power plant projects into an independent project.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the ministries, agencies, and localities for their proactive and positive implementation of assigned tasks and for achieving concrete results following the second meeting of the Steering Committee.

The Prime Minister pointed out that, out of the 18 assigned tasks, 9 have been completed, including several important ones, such as issuing the Government's action plan to implement Resolution 189 of the National Assembly, adjusting the Power Development Plan VIII, submitting the Atomic Energy Law to the National Assembly for promulgation, and allocating 3,236 billion VND to Khanh Hoa province to implement the resettlement project.

In addition, the Prime Minister also pointed out 7 tasks currently underway and 2 tasks yet to be implemented; highlighted some limitations that need to be overcome regarding the progress of negotiations with foreign partners on the construction of nuclear power plants, land clearance work, completion of related legal frameworks, and the sometimes inadequate coordination between ministries, sectors, and localities; requested relevant entities to learn from experience and proactively carry out assigned tasks and address difficulties and obstacles arising within their functions, duties, and powers, while reporting to competent authorities on issues beyond their jurisdiction.

Prime Minister Pham Minh Chinh requested relevant ministries, sectors, and localities to effectively implement Resolution 328/NQ-CP on the Government's Action Program to implement Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security until 2030, with a vision to 2045.

The Prime Minister directed several key and specific tasks for relevant ministries, sectors, and localities, including proposing additional funding for land clearance to meet the requirements and standards of the International Atomic Energy Agency; completing the legal framework and specific mechanisms for implementing the work, including advising on the drafting of resolutions of the National Assembly and the Standing Committee of the National Assembly to address related legal obstacles.

The Prime Minister also directed the acceleration of negotiations and the completion of agreements with partners based on the principles of harmonized interests, shared risks, reduction of cumbersome procedures, and the development of appropriate standards and regulations to ensure compliance with safety standards and security guidelines of the International Atomic Energy Agency and relevant international conventions in the nuclear field.

EVN is urgently preparing a pre-feasibility study in October; relevant agencies are to complete negotiations on the cooperation agreement for the construction of nuclear power plant 1 and finalize the legal framework by November 2025.

The Ministry of Education and Training is working closely with EVN and Petrovietnam to clearly identify the needs in terms of quantity, qualifications, and expertise of human resources to serve nuclear power plants; based on that, it will organize training and attract domestic and foreign personnel to work there.

The Prime Minister requested Khanh Hoa province to mobilize the entire political system to focus on land clearance and resettlement, with the Provincial Party Secretary directly supervising the work with the support of ministries and agencies. The Prime Minister particularly emphasized the need to do a good job of resettling people in the project area, ensuring that the new housing is at least equal to or better than the old housing; quickly stabilizing people's lives and ensuring their legitimate rights and interests; and proposing policies to support people in transitioning to new occupations to the relevant authorities.

Ministries, sectors, and agencies, according to their functions and duties, shall coordinate in handling the recommendations of the Khanh Hoa Provincial People's Committee regarding the mechanism for implementing the resettlement and land clearance projects for nuclear power plant projects.

In the spirit of utmost urgency, Prime Minister Pham Minh Chinh emphasized that ministries, sectors, localities, and members of the Steering Committee must continue to focus their time, effort, and intellect on carrying out tasks according to their functions, duties, and powers regarding the construction of nuclear power plants.

The Prime Minister assigned Deputy Prime Minister Bui Thanh Son to directly supervise and resolve issues within his authority, and to report to the Prime Minister on matters exceeding his authority.
