Hai Phong develops human resources in science, technology and innovation: Building a human foundation for digital transformation

In the digital economy era, data infrastructure and technology are important, but the decisive factor for local competitiveness is still people - human resources of knowledge and innovation. With that vision, Hai Phong is synchronously implementing many activities to develop high-quality human resources for science, technology, innovation (S&T, DMST) and digital transformation (DT), from the university education system to the public sector staff.

School-business-government linkage: Knowledge resources for sustainable development

According to the leaders of the Department of Science and Technology of Hai Phong province, universities are the "innovation centers" of the city, both training human resources and being the focal point for research and technology transfer. This is the pioneering force helping Hai Phong achieve the goals of green growth, high-tech industry and smart urban areas in the spirit of Resolution 57-NQ/TW.

In fact, major universities in the area such as Vietnam Maritime University, Hai Phong University, Hai Phong University of Medicine and Pharmacy, Hai Duong University of Medical Technology, etc. have strongly implemented human resource training in line with market demand and new technology trends. Many schools have applied digitalization in administration, teaching, and student management; at the same time, participated in research topics and projects serving urban development planning, industry, logistics, and smart healthcare.

However, the university system still faces many challenges: unsynchronized information technology infrastructure, old equipment, fragmented management software; thin information technology human resources, low digital skills of a number of lecturers and students. In addition, financial mechanisms and talent attraction in the high-tech field are still limited, not enough to create motivation for innovation.

The schools recommended that the city should build a mechanism to encourage research and innovation in universities, form a school-level science and technology fund, promote public-private cooperation and invest in modern research equipment.

Director of the Department of Science and Technology Pham Van Thep acknowledged and affirmed that the Department will act as a bridge between training institutions - enterprises - management agencies, supporting research, development and technology transfer policies, aiming to form a scientific and innovative human resource ecosystem in Hai Phong.

From schools to government agencies: Building a team of digital civil servants

If the working session with universities represents the "knowledge training" level, the training course on applying Artificial Intelligence and automation in state agencies shows the "knowledge application" level, where human resources are transformed into the operational capacity of digital government.

The program was organized by the Department of Science and Technology of Hai Phong in coordination with ELCOM Technology - Telecommunications Joint Stock Company within the framework of the "Digital Education for All" Movement, attracting a large number of cadres, civil servants, and public employees of departments, branches, People's Committees of districts, wards, and communes to participate.

Deputy Director of the Department of Science and Technology Vu Dai Thang said: "AI is not only a tool to improve productivity, but also a core capacity to modernize the leadership, direction and administration methods of governments at all levels."

According to him, Hai Phong's goal is that by 2025, 80% of cadres, civil servants and public employees will have basic knowledge of digital transformation, be proficient in digital skills and be able to apply artificial intelligence tools to their work.

The training content includes the following topics: Overview of AI and automation in public administration; skills in using popular AI tools; AI applications in operations, management, and serving people; and ethical, legal, and data security issues. This is not only a technical training course, but also the first step to forming a working culture based on data and technology, contributing to changing the mindset of staff, from "manual work" to "smart work".

This activity also demonstrates the spirit of "lifelong learning" in digital transformation, expanding "popular education" from letters to digital knowledge, spreading to every civil servant and public employee, creating the foundation for digital citizens and the digital society that Hai Phong is aiming for.

Foundation for innovative urban areas

From training activities in schools to training in the public sector, Hai Phong is building a systematic model for developing human resources for science, technology and digital transformation, including three connecting layers:

Academic knowledge floor (universities, research institutes), where professional capacity, research and creativity are formed.

Public administration level (state agencies), where technology is applied to improve management and serve the people.

Business and social layer, where knowledge is transferred and commercialized, bringing technology into production and life.

These three layers, if closely connected, will create a "digital human resources triangle", in which schools provide the foundation, the government creates the environment, and businesses create the driving force for development.

Hai Phong not only trains human resources for itself but also contributes to forming an innovation center of the Northern Coast region, aiming to become a modern industrial city, a leading logistics, service, science and technology center in the North by 2030.

Overall, Hai Phong's strategy for developing human resources for science and technology, innovation and digital transformation shows a change in thinking: not only focusing on investing in physical infrastructure but also placing people, with creativity, digital thinking and the ability to continuously learn at the center of digital transformation.

From university classrooms to office meeting rooms, from research to administration, Hai Phong is gradually building a "digital human resource base", a solid foundation for smart government, digital economy and creative society in the future.
