On October 23, Mr. Nguyen Cong Hoang, Vice Chairman of the People's Committee of Quang Ngai province (head of the team to promote projects in the east), chaired a meeting to discuss solutions to remove obstacles and speed up site clearance for key projects in the province.
The bigger the project, the more difficult it is to get the site cleared.
According to the Provincial Traffic Construction Investment Project Management Board, the unit was assigned to be the investor of 10 large infrastructure projects with a total capital of more than 10,000 billion VND.
Of these, only one project has been completed, the Phuoc Loc Bridge. The remaining nine projects are still in progress, mainly major traffic routes.
"Most of the projects are stuck with land acquisition issues. Many sections have cleared land but are not continuous and have no access roads, so contractors cannot implement them," said the investor representative.
One of the "hot" projects is the Hoang Sa - Doc Soi road. The road is nearly 27km long, with a total investment of more than 3,500 billion VND. Construction started nearly 3 years ago, but so far only 41.5% of the site has been handed over. There is a section of agricultural land that has been stuck in procedures for a whole year, making the contractor "restless".
To keep up with the schedule, the contractor had to negotiate to rent land from local people to open temporary roads and start the bridge and culvert projects first. "The main road is almost impossible to construct," said the investor's representative.
The same situation happened with the Dung Quat - Sa Huynh coastal road (over 2,000 billion VND) and the Thach Bich - Tinh Phong road (nearly 700 billion VND). After many years of construction, the two projects have not yet been able to open due to the "recursion" of land acquisition and resettlement issues.
According to the report, the main reasons are that the preparation, appraisal and approval of compensation plans are slow; confirmation records of communes and wards are prolonged; and specific land prices have not been approved in a timely manner.
These delays cause construction progress to be interrupted and public investment capital to be disbursed at a low level.

Untangle each "knot" during the day, determined to clean the site
Vice Chairman of the Provincial People's Committee Nguyen Cong Hoang frankly admitted: "Land clearance is the biggest obstacle to the progress of key projects. If the parties were truly proactive and responsible within their authority, this situation would certainly not have lasted."
Mr. Hoang said that in the coming time, the province will establish a separate working group for each project, reviewing all progress and problems up to the present time. "Each group must have a detailed plan, a specific timeline and clearly define people, tasks and responsibilities. They must meet every week to evaluate the implementation results," Mr. Hoang requested.
To speed up processing, the provincial leaders also established a Zalo group "Key projects" to update, discuss and direct work online, without waiting for regular meetings. "The department leaders and I will directly monitor the group, guide and handle each task that arises on the same day," said Mr. Hoang.

According to Mr. Hoang, the Department of Agriculture and Environment is assigned to develop coordination regulations in site clearance, clarifying the responsibilities of each agency, unit and individual at each implementation stage. The results will be the basis for evaluation, rewards or year-end review.
The provincial vice chairman also emphasized that he would personally inspect the site to grasp the situation and direct the immediate handling of specific bottlenecks. Localities must proactively coordinate, promptly approve compensation plans, organize construction protection, and resolutely enforce land repossession once legal procedures have been completed.
"Any officer who does well will be rewarded, otherwise he will be criticized if he delays progress," said Mr. Hoang.
These drastic moves are expected to resolve the "chorus" of capital site clearance problems that have lasted for many years, helping key projects in Quang Ngai to accelerate and complete on schedule, creating momentum for the province's socio -economic development in the coming time.
