Quang Ngai established a Zalo group, hotline... dispatched 46 officials to communes to provide professional support

To resolve difficulties and obstacles at the grassroots level, up to now, 8 departments and branches of Quang Ngai province have dispatched 46 civil servants and public employees to work and provide professional support at the People's Committees of communes and wards.

Specifically, the Department of Agriculture and Environment of Quang Ngai sent 9 people; the Department of Health 22 people; the Department of Construction 5 people; the Provincial Inspectorate 2 people; the Department of Ethnic Minorities and Religion 1 person; the Department of Education and Training 1 person; the Provincial People's Committee Office 2 people; and the Department of Home Affairs 4 people.

In parallel with the personnel assignment, departments and branches also issued implementation plans, organized online conferences, announced hotlines and especially established Zalo support groups between departments, branches and communes and wards.

Through Zalo groups, localities can exchange, ask questions, send documents, and ask for guidance almost immediately, helping to shorten work processing time and reduce waiting for response documents.

Many localities consider this a fast and effective interactive channel, helping grassroots officials promptly resolve problems arising in the process of handling documents, especially in areas such as land, construction, health care and agriculture.

From July 1, 2025, Quang Ngai officially operates a two-level local government model. The innovation of the organizational model aims to streamline the apparatus, reduce intermediate levels, enhance the effectiveness of state management and improve the quality of service to the people.

However, in the initial stages of implementation, many localities encountered difficulties due to increased workload and lack of specialized human resources.

According to the People's Committee of Quang Ngai province, the dispatch of officials from departments and branches to communes and wards not only adds to the professional force, but also aims to improve management and operation capacity at the grassroots level, shorten the time to process people's records, and at the same time create a practical environment for provincial officials to better understand the difficulties of the grassroots level.

Through delegation and online connection channels such as Zalo support groups, the team of civil servants and public employees of the province and the grassroots can exchange and coordinate more smoothly, contributing to perfecting the coordination mechanism in the 2-level government model that Quang Ngai is pioneering.

At the same time, during the secondment process, the team of civil servants and public employees of the province also has the opportunity to closely grasp the reality and needs of the people and localities, thereby advising and proposing policy adjustments more suitable to the requirements of administrative reform and socio-economic development at the grassroots level.
