On the afternoon of October 23, during a group discussion on the revised Press Law, delegate Phan Thi Thanh Phuong (from Ho Chi Minh City) expressed her agreement with the Party and State's policy of reorganizing the system of press agencies towards a streamlined, professional, and efficient model.
We must avoid inadvertently losing valuable journalistic brands.
Ms. Thanh Phuong stated that the practical experience of over 50 years since the country's reunification shows that some newspapers, although under local management, have risen to become national and international brands thanks to their professional competence, political acumen, credibility with readers, and complete financial autonomy.
Examples include Tuoi Tre newspaper , Ho Chi Minh City Law Newspaper, Nguoi Lao Dong newspaper, Tuoi Tre Thu Do newspaper, etc.
Besides their excellent professional work, the activities of these newspapers beyond the print media have a significant social impact. For example, Tuoi Tre newspaper, for 20 years, has implemented the "Supporting Students to School" program, helping more than 20,000 underprivileged new university students have the opportunity to study.
Every year, they organize college admissions and career guidance programs that attract hundreds of thousands of students.
The newspaper also organized charitable activities to provide relief during storms and floods, build schools and classrooms in remote areas; programs like "Lighting up the DK offshore platforms; Contributing stones to build Trường Sa"...; or the "Proud of the National Flag" program of the Người Lao Động newspaper…
This shows that, in addition to their professional activities, the behind-the-scenes activities of the aforementioned newspapers have affirmed their position and prestige in society.
These media outlets operate in accordance with their principles and objectives, always adhering to the Party's guidelines and policies and the State's laws, while demonstrating professionalism, humanity, and creativity, making them bright spots in the process of journalistic reform.
Therefore, according to her, restructuring should not equate to uniformity, inadvertently leading to the loss of valuable journalistic brands of the country, affecting the effectiveness of information dissemination, critical analysis, and social inspiration.

Proposing a model for a leading multi-media press group or media conglomerate in Ho Chi Minh City and Hanoi.
Representative Phan Thị Thanh Phương proposed researching and adding a separate clause to the draft Law on Journalism (amended) regulating specialized press agencies or key multi-media press agencies.
Specifically, it allows certain media outlets with strong brands, high reputation, complete financial autonomy, and influence extending beyond the local area to maintain independent legal status and register as leading multi-media news agencies.
In addition, the regulations clearly define the criteria for identifying specialized media organizations, such as having a minimum operating time of 20 years (or possibly 30 or 40 years); and possessing social influence and prestige domestically or internationally.
In addition, the governing body (the Party Committee or People's Committee of Ho Chi Minh City or Hanoi) is responsible for state management regarding political direction, but allows the newspaper to operate independently in terms of professional and financial matters, under the supervision of the central press management agency.
Based on the rapid development of digital technology , delegates also proposed supplementing the legal framework for the "media conglomerate" or "multimedia media and press complex" model in major centers such as Ho Chi Minh City and Hanoi.
She clarified that this model is not merely a formal merger, but a strategic alliance between media organizations within the same system to share technological infrastructure, data, training, and content creation resources.
This is an inevitable trend in modern journalism, consistent with the National Journalism Development Strategy to 2030, with a vision to 2050.
"I think Ho Chi Minh City has the full capacity, conditions, and personnel to build a leading multimedia news agency model, becoming the press and media center of the Southern region. Similarly, Hanoi will also do well in this area in the North."
Therefore, I propose that the National Assembly consider adding a separate law stipulating a special mechanism for these two major cities, allowing for the piloting of a multi-media leading press and media conglomerate or corporation," Representative Thanh Phuong stated.
The press in Hanoi and Ho Chi Minh City could consider combining their efforts.
Speaking at the group meeting, the Chairman of the National Assembly's Committee on Culture and Society, Nguyen Dac Vinh, stated that the concept of a "major multi-media communication agency" has been mentioned in Party documents.
On the other hand, Prime Minister's Decision 362 on approving the national plan for the development and management of the press until 2025 also clearly stated that six press agencies are oriented to be built into leading multi-media communication complexes. Therefore, the draft law has included the above-mentioned regulation.
In addition to the six major multimedia media outlets, including Vietnam Television, Vietnam Radio, Vietnam News Agency, Nhan Dan Newspaper, Quan Doi Nhan Dan Newspaper, and Cong An Nhan Dan Newspaper, Mr. Vinh said that the reviewing agency proposed adding more major multimedia media outlets at the local level.
He cited Hanoi and Ho Chi Minh City as examples, noting that they have many media outlets, and suggested that if these outlets perform their propaganda duties well and maintain credibility, these localities could consider consolidating them.
Regarding major multimedia media organizations, according to Mr. Nguyen Dac Vinh, the drafting committee is proposing that the Government provide detailed regulations to ensure flexibility in practice.
