Delegate Huynh Thanh Phuong (Tay Ninh delegation) said that the current framework for press activities in cyberspace is a "gray source" and has a legal gap, as the current law does not regulate press activities in the cyber environment. This blurs the line between mainstream press and social media.
In fact, everyone can post news, broadcast videos and comment like journalists. YouTubers, TikTokers, and Facebook pages produce content similar to newspapers, but are not legally responsible or hold themselves to professional standards, causing confusion between true and false information, making it difficult to know what is true and what is false.
Meanwhile, fake news and sensational news travel faster and spread faster, while real news and official news spread slower. Official media are bound by many things and this creates unfairness.
Delegate Phuong said that the law has not kept up with the reality of digital society, there is no mechanism to manage copyright, advertising, revenue with cross-border platforms, display rights... and can only negotiate with foreign countries to remove bad and toxic information.

Expand to local media with key media agencies
Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tay Ninh Province Pham Hung Thai said that it is necessary to clarify the content of the main multimedia communication agency with specific mechanisms, conditions and principles.
Delegates also suggested not limiting a number of agencies, but expanding key multimedia press units when conditions and capacity are sufficient.
