The Central Propaganda and Mass Mobilization Commission has issued guidelines on disseminating the results of the 13th Conference of the 13th Party Central Committee.

The congress will discuss and approve many important contents.

The guidelines emphasize the group of issues related to the preparation for the 14th National Party Congress. The Congress is scheduled to take place over 7 days, from January 19 to January 25, 2026.

The Congress will discuss and approve documents, including four reports. Specifically, the Political Report; a report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years; a report summarizing 15 years of implementing the Party Charter; and a report reviewing the leadership and direction of the 13th Party Central Committee.

The Congress discussed and approved the Report on personnel work of the 14th Party Central Committee; and carried out the election process of the 14th Party Central Committee according to the Election Regulations at the 14th Party Congress.

Regarding the Working Regulations and Election Regulations at the 14th National Congress, the Central Committee determined that the promulgation and good implementation of the Working Regulations and Election Regulations at the 14th National Congress of the Party is a very important task, contributing to ensuring the success of the congress.

The Central Committee reviewed, discussed, and commented on the draft Working Regulations and the draft Election Regulations at this congress, ensuring proper implementation of the Party Charter, principles, regulations, and provisions of the Party Central Committee.

At the same time, we must both inherit and innovate in accordance with the innovation in the Party's leadership and governance methods and in practice; proactively prevent and resolutely combat, detect, stop, and strictly handle negative and wrongdoings that may occur.

The Working Regulations of the 14th Congress include 6 chapters and 16 articles; inheriting the content stipulated in 16 articles of the Working Regulations of the 13th Congress, and at the same time supplementing, amending, and editing some contents to suit reality.

The Election Regulations at the XIV Congress consist of 5 chapters and 24 articles (like the Election Regulations at the III Congress). In particular, it inherits the entire content of 18 articles, and supplements and amends some contents in 6 articles of the Election Regulations at the XIII Congress.

The Party Central Committee assigned the Politburo to continue studying, absorbing, and perfecting the drafts based on the results of the Central Committee's discussions to submit to the 14th Congress for consideration and decision.

Human resources is a "particularly important" job, "the key of the key"

Regarding the congress' personnel work, the guidelines clearly state that based on the results of personnel introductions by Party committees and organizations at all levels and the opinions of appraisal, examination, review, and additional conclusions of competent agencies, the Politburo discussed, comprehensively evaluated, agreed on the list, and proceeded to vote on personnel introductions according to regulations.

At the same time, the Politburo conducted a vote to introduce personnel for the 14th Central Inspection Commission (re-election and first participation).

The Politburo reported to the Central Committee for comments on the report on the results and plan to introduce personnel to participate in the 14th Central Executive Committee and the 14th Central Inspection Committee, and conducted a vote to introduce personnel to the 14th Central Executive Committee and the 14th Central Inspection Committee according to regulations.

This is a "particularly important" and "key of the keys" task, the decisive factor for the success of the 14th National Party Congress and the country's development in the coming period.

Personnel preparation work must be based on standards, conditions, structure, and quantity according to the personnel work direction of the 14th Congress and related regulations.

Ensure the regular and direct leadership of the Party Central Committee, the Politburo, the Secretariat, the Personnel Subcommittee and the General Secretary, Head of the Personnel Subcommittee of the 14th Party Congress.

At the same time, closely link with the plan to assign, arrange, and introduce personnel to take on leadership positions of Central Party and State agencies for the 2026-2031 term, the Vietnam Fatherland Front, socio-political organizations and localities for the coming term.

The Party Central Committee assessed that the draft documents of the 14th National Congress had been carefully and meticulously prepared, updated, revised, and supplemented many times, especially the contents that were unanimously approved at the 11th and 12th Central Conferences.

The structure and content of the draft documents submitted to the 14th National Party Congress have many innovations, demonstrating the spirit of looking straight at the truth and objectively assessing the situation.

On that basis, a system of guiding viewpoints, national development goals, orientations, key tasks and breakthrough solutions for rapid and sustainable national development are proposed, demonstrating the strong aspiration of the entire nation in the new era of development.
