The Central Propaganda and Mass Mobilization Department has issued guidelines on disseminating the results of the 13th Conference of the Central Committee of the 13th Party Congress.
The congress will discuss and approve many important issues.
The guidelines emphasize the preparations for the 14th National Congress of the Party. The Congress is scheduled to take place over seven days, from January 19th to 25th, 2026.
The Congress will discuss and adopt documents, including four reports. Specifically, the Political Report; the Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; the Report summarizing 15 years of implementing the Party Charter; and the Report reviewing the leadership and guidance of the 13th Central Committee of the Party.
The Congress discussed and adopted the Report on Personnel Work of the 14th Central Committee of the Party; and carried out the election process for the 14th Central Committee of the Party in accordance with the Election Regulations of the 14th Party Congress.
Regarding the Rules of Procedure and the Rules of Election at the 14th National Congress, the Central Committee determined that the promulgation and effective implementation of these rules are of great importance, contributing to the success of the congress.
The Central Committee has reviewed, discussed, and provided feedback on the draft Rules of Procedure and the draft Election Regulations for this congress, ensuring compliance with the Party Charter and the principles, rules, and regulations of the Central Committee of the Party.
At the same time, we must both inherit and innovate in accordance with the Party's reform of leadership and governance methods and practical realities; proactively prevent and resolutely fight against, detect, prevent, and strictly handle any negative or wrongful actions that may occur.
The Rules of Procedure of the 14th National Congress consist of 6 chapters and 16 articles; inheriting the content of the 16 articles in the Rules of Procedure of the 13th National Congress, while also supplementing, amending, and editing some content to suit practical realities.
The election regulations at the 14th National Congress consist of 5 chapters and 24 articles (similar to the election regulations at the 13th National Congress). These regulations inherit the entire content of 18 articles and supplement and amend some content in 6 articles of the election regulations at the 13th National Congress.
The Central Committee of the Party assigned the Politburo, based on the results of the Central Committee's discussions, to continue researching, incorporating, and refining the drafts for submission to the 14th National Congress for consideration and decision.

Regarding personnel matters for the congress, the guidelines clearly state that based on the results of personnel nominations from Party committees and organizations at all levels, and the opinions, verifications, reviews, and supplementary conclusions of relevant agencies, the Politburo comprehensively discussed and evaluated the list, unanimously agreed on the list, and proceeded with the nomination process according to regulations.
At the same time, the Politburo conducted a vote to nominate personnel for the 14th Central Inspection Committee (both re-elected and first-time members).
The Politburo reports to the Central Committee for its opinion on the submission regarding the results and plan for nominating personnel to participate in the 14th Central Committee and the 14th Central Inspection Committee, and proceeds with the voting process to nominate personnel for the 14th Central Committee and the 14th Central Inspection Committee as prescribed.
This is an "exceptionally important" task, "the key of keys," a decisive factor in the success of the 14th Party Congress and the country's development in the coming period.
Personnel preparation must be based on the standards, conditions, structure, and number as outlined in the personnel guidelines for the 14th Party Congress and relevant regulations.
Ensuring the regular and direct leadership of the Party Central Committee, the Politburo, the Secretariat, the Personnel Subcommittee, and the General Secretary, Head of the Personnel Subcommittee of the 14th Party Congress.
Simultaneously, it is closely linked to the plan for assigning, arranging, and nominating personnel to assume leadership positions in central Party and State agencies for the 2026-2031 term, the Vietnam Fatherland Front, political and social organizations, and localities for the next term.
The Central Committee of the Party assessed that the draft documents for the 14th National Congress had been meticulously and thoroughly prepared, updated, revised, and supplemented many times, especially the contents that had been unanimously approved at the 11th and 12th Central Committee meetings.
The structure and content of the draft documents submitted to the 14th Party Congress have undergone many innovations, reflecting a spirit of facing the truth squarely and objectively assessing the situation.
Based on that, a system of guiding viewpoints, national development goals, orientations, key tasks, and breakthrough solutions for rapid and sustainable national development are formulated, reflecting the strong aspiration of the entire nation to rise up in the new era of development.
