Cooperation to create breakthroughs in transport infrastructure development

One of the breakthrough tasks set out in the Resolution of the 1st Dong Nai Provincial Party Congress, term 2025-2030, is a breakthrough in infrastructure development, especially transport infrastructure.

To carry out the above-mentioned breakthrough task, right after the successful 1st Dong Nai Provincial Party Congress, Dong Nai Provincial Party Committee recently organized a conference between the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the Dong Nai Provincial Party Committee to discuss solutions to connect traffic infrastructure between the two localities.

MANY KEY NATIONAL PROJECTS THROUGH 2 LOCALITIES

Dong Nai has many potentials and advantages for development, especially with Long Thanh International Airport - a national strategic infrastructure project, not only an international aviation gateway but also a regional connection center, spreading development to the Southeast region and the whole country.

Currently, to serve the connection to Long Thanh Airport, Dong Nai and Ho Chi Minh City have coordinated with the Ministry of Construction to implement the expressway projects: Bien Hoa - Vung Tau, Ben Luc - Long Thanh, Dau Giay - Tan Phu, Tan Phu - Bao Loc, expanding the expressways Ho Chi Minh City - Long Thanh - Dau Giay, Phan Thiet - Dau Giay; Ring Road 3, Ring Road 4 - Ho Chi Minh City.

When Long Thanh Airport is put into operation, in addition to the above-mentioned connecting routes, it is necessary to invest in additional projects such as: Cat Lai Bridge, Phu My 2 Bridge, Long Hung Bridge (Dong Nai 2 Bridge) and strategic railway routes such as extending the Ben Thanh - Suoi Tien metro line to the new Administrative Center of Dong Nai province and to Long Thanh Airport...

Regarding the current status of traffic infrastructure connection between Dong Nai province and Ho Chi Minh City, Provincial Party Committee member, Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha said: Regarding railways and roads, based on the planning projects of railway and road networks in the region, there are currently 5 railway lines connecting traffic between the two localities (including 2 urban railway lines, 3 national railway lines) and 45 road connection locations between the two localities (including 14 existing connecting routes, 13 routes under investment and 18 routes already in the planning but not yet invested).

Dong Nai province realizes that if the connection is not synchronized, it will lose opportunities; if it is delayed, it will fall behind. Therefore, Dong Nai wishes to discuss with Ho Chi Minh City a clear roadmap to synchronize the traffic infrastructure between the two localities and add a special connection route with a long-term vision for mutual development.

In terms of waterways, it includes waterways and 12 cross-river passenger wharves connecting traffic between the two localities.

For public passenger transport and fixed routes, there are 118 vehicles operating on 9 inter-provincial bus routes, with 504 trips/day and 79 inter-provincial passenger bus trips.

The transportation system connecting Dong Nai province and Ho Chi Minh City is mainly based on three modes of transport: road, rail, and waterway; of which road is the main mode of transport.

However, with the increasing traffic density, existing roads have been overloaded, causing continuous congestion such as National Highway 1, National Highway 51... Although recently, the connecting routes between the two provinces have been directed and implemented such as belt roads, expressways, and regional connections, they have not yet met expectations and traffic connection needs, especially when Long Thanh Airport officially comes into operation.

The need for connection between Long Thanh Airport and Tan Son Nhat Airport is urgent to ensure parallel operation between the two airports. Long Thanh Airport will receive a portion of passengers and cargo from Tan Son Nhat Airport when it comes into operation. Therefore, it is extremely necessary to soon research and implement other connecting traffic projects, such as high-speed railways, connecting bridges on inter-regional roads, etc., to meet the need for traffic connection, reduce travel time, especially contributing to shortening the connection distance and travel time from Tan Son Nhat Airport to Long Thanh Airport.

NOT ONLY CONNECTING INFRASTRUCTURE BUT ALSO CONNECTING LOVE

According to the Department of Construction of Ho Chi Minh City, key and important national projects of the region, including 2 localities, have been effectively coordinated and implemented such as Ring Road 3, Ring Road 4, expressways: Bien Hoa - Vung Tau, Ho Chi Minh City - Long Thanh - Dau Giay, Ho Chi Minh City - Chon Thanh - Hoa Lu, Ben Luc - Long Thanh, Phuoc An Bridge... At the same time, research has been conducted to submit to the Prime Minister to supplement the planning of provinces and cities, unify the governing bodies, competent agencies and investment methods for large bridge projects connecting 2 localities such as Cat Lai Bridge, Phu My 2 Bridge, Long Hung Bridge... Coordinated research and investment to extend Ho Chi Minh City's urban railway line No. 1 from after Station S0 through Dong Nai province to connect with the new administrative center and to Long Thanh Airport...

At the conference on connecting transport infrastructure with Dong Nai province on October 21, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee emphasized: The meeting is not only about connecting transport but more importantly, it is about connecting meaning, love and discussing the substance. Ho Chi Minh City and Dong Nai are very close and intimate "neighbors".

After the merger, Ho Chi Minh City and Dong Nai province are both larger in scale, have greater potential and advantages, which also means heavier responsibilities, so there are many things to share and cooperate for the common development of both localities.

The Secretary of the Ho Chi Minh City Party Committee said: First of all, the two localities must be close friends, real family members of each other, only then will they become strategic partners. Therefore, the two localities need to share specific plans on what needs to be done, especially major problems and have directions for solving them. This includes the work of site clearance for traffic projects, especially the difference in compensation prices between the two localities to guide solutions.
