Ho Chi Minh City Department of Tourism has just announced that in the period of 2026-2030, the city will invest in 3 international passenger ports in the old Vung Tau and Khanh Hoi areas, to meet the increasing demand for cruise tourism.
From now until June 2026, the Department will coordinate with the Cai Mep - Thi Vai Port Management Board to complete the documents and develop a pilot plan to welcome international passenger ships. Currently, this area mainly serves goods, there is no specialized infrastructure for passengers, so it needs more time to prepare facilities and human resources.
According to the representative of the Department of Tourism, the city is considering expanding the capacity of the ports and coordinating with travel agencies to ensure better conditions for receiving and returning international visitors. The Department of Construction has completed the pre-feasibility report and submitted it to the City People's Committee to propose the investment policy for the Vung Tau international passenger port.

According to the plan, Cai Mep port will be an international transit gateway port, while Thi Vai port will serve inter-regional socio-economic development. The Ministry of Construction currently allows international passenger ships to be received at Cai Mep - Thi Vai until June 30, 2026.
