Pay attention to investment and management of traditional markets

Many traditional markets in the city have been invested in infrastructure, helping to best serve the shopping needs of the people and attract tourists. In the coming time, the functional sector will deploy synchronous management measures to make traditional markets operate more effectively.

Infrastructure investment

During the tourist season and holidays, every day Han market (Hai Chau ward) welcomes nearly 10,000 domestic and foreign visitors to visit and shop. This is a favorite place for international tourists, especially tourists from Korea, China, India... Han market has been invested, renovated, upgraded on a large scale, forming a spacious culinary area from Bach Dang street.

Also a popular tourist destination, Con Market has renovated the street vendor area (food, snacks) on the two internal roads of Hung Vuong and Ong Ich Khiem, creating a unique highlight; renovating and arranging shelves, food areas...

According to the Danang Market Management and Development Company, the unit will continue to synchronously deploy solutions to arrange and reorganize business activities in a civilized direction at the managed markets; renovate, upgrade degraded infrastructure items to create a favorable business environment, attracting more and more domestic and foreign visitors to visit and shop.

In Thang Binh commune, there are currently 3 markets, including Ha Lam (level 2 market) and Binh Nguyen, Binh Quy (level 3 market), of which Binh Nguyen market has just been upgraded.

Mr. Truong Hong Quang, Vice Chairman of the People's Committee of Thang Binh Commune, said: "The markets basically meet the needs of trading and selling of the people. The People's Committee of the commune will reorganize in the direction of transferring functions and tasks to the Public Service Supply Center to meet the tasks of the new area. The commune also proactively uses the local budget to invest in urgent items for the markets to operate stably such as fire prevention and fighting, electrical safety, and drainage; at the same time, review the current status of the markets to propose to the city to invest and upgrade, to better serve the increasing needs of the people."

Mr. Nguyen Chi Cong, Vice Chairman of Duy Xuyen Commune People's Committee, said that there are 7 markets with about 360 traders in the area. Currently, over 50% of traders in the markets have bank accounts and are equipped with QR codes for online payment. The locality focuses on directing the review and inspection of the market operations, as well as paying attention to ensuring fire prevention and fighting safety, environmental sanitation, food safety and hygiene, etc.

Implement multiple management measures

Currently, the city has 240 markets of all kinds, including 2 wholesale markets, 8 class 1 markets, 30 class 2 markets, 200 class 3 markets and temporary markets. Of which, the Department of Industry and Trade manages 4 class 1 markets (Con market, Han market, Dong Da market and Hoa Cuong wholesale market); the Department of Agriculture and Environment manages 1 class 1 market (Tho Quang seafood wholesale market); 10 markets are managed according to the cooperative model and 4 markets are invested and managed by enterprises; 221 markets are managed by the People's Committees of communes and wards.

According to the Department of Industry and Trade, the markets in the city are mainly third-class markets, concentrated in rural and mountainous areas. The markets in mountainous areas are mostly small, semi-permanent markets and their business activities are mainly concentrated in the morning or by session, depending on the weather and traffic; the goods are mainly items serving the daily needs of local people.

For class 2 and 3 markets that were built a long time ago, after a long period of use, although they were regularly upgraded and repaired, many items such as corrugated iron roofs, electrical systems, water systems, and drainage systems have degraded and become damaged.

Investing in new construction or repairing and upgrading markets requires large funds. However, investment capital for these projects mainly comes from the state budget, while calling for contributions from traders or investors is difficult to implement, especially for some markets in suburban areas and rural mountainous areas.

The Department of Industry and Trade said that in the coming time, it will focus on building a plan to develop markets in Da Nang until 2030 and develop model regulations applicable to markets.

At the same time, develop regulations on market development and management in the city, clearly defining the responsibilities of People's Committees at all levels in eliminating spontaneous business locations; providing guidance and regulations on the management of business locations in markets...; coordinate consultation and propose adjustments to the Da Nang City Planning for the period 2021-2030, with a vision to 2050 in accordance with the socio-economic situation of the new Da Nang city, including market infrastructure.

The Department of Industry and Trade also coordinated with the People's Committees of communes and wards to organize and implement programs to support small traders in digital transformation and livestream sales to boost product consumption in the context of increasingly difficult business operations at markets. The Department of Industry and Trade requested the People's Committees of communes and wards to focus on rearranging business models at markets in accordance with the business characteristics of each locality; review and develop investment plans to renovate degraded markets and send them to the Department to report to the City People's Committee.
