The Party Committee of Cai Chien commune has identified tourism as a key economic sector, the "golden key" to sustainable development for the island commune. Despite many difficulties, thanks to the unity of the Party committee, government, and people, the commune's trade and service activities linked to tourism have made a strong breakthrough.
During the 2020-2025 period, the total revenue from tourism and services in the commune reached over 314 billion VND, an increase of nearly nine times compared to the beginning of the term; the number of visitors increased steadily each year, estimated to reach 62,000 in 2025. From just a few initial accommodation establishments, the commune now has 23 establishments with 237 rooms, basically meeting the increasingly high demands of tourists.

The Dragon Head Resort, invested by Lam Ngoc Duong Group with a total capital of over 570 billion VND and an area of over 21 hectares, has completed phase 1 and is now operational, becoming an important highlight in the development of high-quality tourism in the commune. Cai Chien is actively calling on investors from within and outside the province to invest in eco-tourism, resort tourism, community tourism, and marine and island experiences; completing key infrastructure such as tourist ports, clean water supply systems, lighting, transformer stations, wastewater treatment projects, and solid waste management, aiming for sustainable development.
Chairman of the People's Committee of Cai Chien commune, Dinh Quang Manh, shared the development orientation: Cai Chien has determined that socio-economic development, especially tourism, must be linked to environmental protection, preserving the natural beauty and identity of the island. The goal is to build Cai Chien into a symbol of green living space, where every construction and every project is linked to the criteria of sustainability and harmony between people and nature. Cai Chien today is not only a tourist destination, but also a place where people and tourists work together to build a green living space. We hope that every citizen will become an "environmental ambassador," together preserving the beauty of the sea and islands - the invaluable asset of our homeland.

Alongside tourism development, Cai Chien focuses on green agriculture, forestry, and fisheries, considering them important pillars of the local economy. The total added value of this sector in the 2020-2025 period reached 180 billion VND, an increase of over 175% compared to 2020. Aquaculture and fisheries activities are organized sustainably, with characteristic products such as cage-farmed fish, oysters, seaweed, and mollusks... serving tourism. The commune encourages people to plant large timber forests and casuarina trees to act as wave barriers, increasing forest cover to 65%, contributing to environmental protection and climate change adaptation.
In 2023, Cai Chien commune was recognized as achieving advanced new rural standards. By 2025, the commune aims to achieve model new rural status; economic growth rate of 15.3%; average income of 92 million VND/person; 100% of households using hygienic water, and 80% of households using clean water.
The Resolution of the First Party Congress of Cai Chien Commune, term 2025-2030, sets the following goals: Average income of 120 million VND/person/year by 2030; continued attraction of investment, development of ecotourism and marine economy associated with environmental protection. Cai Chien will become a shining example of a "green, clean, beautiful, and safe island commune," contributing to the province's goal of "green, comprehensive, and sustainable" development.

Located within the Mong Cai - Van Don - Co To coastal and island tourism chain, Cai Chien has favorable conditions for developing a chain of tourism, maritime logistics, and fisheries support services. In the near future, it will not only be an attractive resort destination but also an ecological symbol of green Quang Ninh - a model island commune, harmoniously balancing economic development and nature conservation, affirming the locality's firm steps towards a sustainable future.
