Before the working session, the delegation conducted a field survey at Minh Tan Primary School and the planning area of Minh Tan Primary and Secondary Boarding School for Ethnic Minorities, listened to a progress report on the implementation of the inter-level boarding school construction project. The delegation offered incense at the Monument to the Martyrs of Minh Tan Commune and visited Tham Luong Cave Eco-tourism Area - a national relic, and learned about the potential for developing eco-tourism and community tourism in the locality.
At the meeting, the leaders of Minh Tan commune reported on the socio -economic development of the locality. Minh Tan commune is a northern border commune of Tuyen Quang province, with a natural area of 10,569.39 hectares with 14 villages, of which 2 villages border the People's Democratic Republic of China. The terrain is complex, traffic is difficult, especially in the rainy season; currently, 4 villages do not have car roads to the center, 3 villages do not have national grid electricity and 5 villages are concave. The whole commune has 1,568 households with 7,305 people, including 9 ethnic groups living together, of which ethnic minorities account for 96%, mainly Mong, Dao, Tay; the poverty rate according to the new standard is 43.18%.

Currently, the commune has 4 schools (1 kindergarten, 2 primary schools, 1 secondary school) with 78 classrooms, of which 73% are solid. Medical examination and treatment work has reached 78.85% of the yearly plan, 13/14 villages have cultural houses which are also village headquarters; the movement "All people unite to build a cultural life" is regularly deployed. In particular, the commune has prepared conditions to implement the investment project to build Minh Tan Primary and Secondary Boarding School for Ethnic Minorities, contributing to improving the quality of education in difficult areas.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha acknowledged and commended the efforts of the Party Committee, government and people of Minh Tan commune in developing the culture and society of the border area. He suggested that the commune continue to promote the spirit of solidarity, mobilize resources to invest in infrastructure, especially in education, health care, and grassroots culture; at the same time, exploit the potential of eco-tourism and community tourism associated with preserving national cultural identity, contributing to improving people's lives and promoting sustainable socio-economic development.
